Priorities and funded actions:

Objectives
* Contribute to the strengthening of civil society organisations (CSOs) in Haiti as governance actors and to strengthen their participation and capacity as key development actors;
* For lot 1: Fighting climate change effects and protecting the environment;
* For lot 2: Preventing and fighting violence against women and girls;
* For lot 3: Strengthening the culture sector as a key element of local economic and inclusive development

Priorities
* Lot 1 :
– Help civil society and local authorities in the North, North-East and Central Departments to become more sensitive and responsible towards the effects and causes of climate change and environmental protection;
– Support the process of local governance and territorial planning in order to develop and implement concrete and collective actions integrating the fight against climate change and the protection of the terrestrial and marine environment in the North, North-East and Centre departments;
– Respect of national climate change policy documents such as: NCCP (National Climate Change Policy) and NDC (National Determined Contribution);
– Strengthen local structures to fight climate change and protect the environment
* Lot 2 :
– Promote and improve access to support services for victims of violence through partnerships with specialised entities at all levels (national and local);
– Promote the rights and protection of victims of violence;
– Influencing the political, normative and judicial framework for preventing and fighting violence against women and girls
* Lot 3 :
– Support artistic and cultural creation, especially for the younger generations;
– Strengthen the professional capacities and skills development of actors and operators in the cultural, creative and artistic fields;
– Support the development and structuring of the cultural and artistic sector

Among financed actions
* Lot 1 :
– Awareness-raising of citizens, CSOs and Local Authorities on the effects and causes of climate change;
– Protection of the terrestrial and marine environment;
– Capacity-building activities of local authorities in climate change and environmental protection;
– Support for the process of local governance and territorial planning in relation to climate change and environmental protection
* Lot 2 :
– Strengthening the capacities of civil society and public institutions to improve the accessibility and quality of services for the prevention, reception, care and protection of victims;
– Capacity building for women at the local level (women’s organizations, student groups, etc.);
– Promotion of mechanisms, actions and processes for inter-institutional political dialogue;
– Advocacy and lobbying related to strengthening the legal framework against gender-based violence;
– Information, education and communication (IEC) campaigns and activities with the public, at local or national level, in order to generate a change in attitude;
– Research, diagnostics and evaluations to produce data
* Lot 3 :
– Technical assistance, training, professional capacity-building and skills development, especially for young people, in the cultural, creative and artistic fields;
– Support for the strengthening and development of local entrepreneurship in the cultural, creative and artistic fields;
– Actions aimed at job creation, especially for young people;
– Support for improving product quality (technical support, design, etc.);
– Advocacy for the development of public cultural policy at the national level

Additional information
* This is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial project duration: 24 to 48 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be: an NGO (associations, foundations, etc.);
– Be established in Haiti, for at least five years, or in a member country of the European Union, or in one of the eligible countries;
– The lead applicant may act either individually or with one or more co-applicants;

– The lead applicant must have carried out at least one action addressing at least one of the priorities defined in the selected lot during the last five years;

– The lead applicant must demonstrate at least one management experience as project lead of grant(s) for a total amount representing at least 60% of the maximum grant requested;

– For Lot 1, actions must be implemented in one of the following 3 departments: North, North-East and Central of the Republic of Haiti;

– For Lot 2 and 3, the actions must be implemented in the Republic of Haiti
