Priorities and funded actions:

Objectives
* To strengthen the participation of CSOs in the definition and implementation of public policies for a more equitable, open, democratic and inclusive society;
* To strengthen the contributions of CSOs to development and social protection, to the management, prevention and transformation of territorial conflicts, to food sovereignty/security, to the definition and monitoring of public policies and sustainable development strategies in Guatemala

Priorities
* To strengthen spaces of dialogue within Civil Society (promotion of intersectoral coordination, agendas, strategies, construction of a country agenda):
– Promote intra- and intersectoral dialogue for the construction of sectoral and national agendas, giving priority to organisations of young people, women, indigenous peoples and ancestral authorities;
– Improve the negotiation and political dialogue capacities of new leaders;
– Improve strategic communication and strengthen public opinion to encourage the creation of shared agendas on national relevance issues;
* To strengthen civil society participation in the identification, elaboration, implementation and monitoring of public policies and dialogue with authorities at central and/or territorial level (sectoral policies, decentralized policies, municipal policies):
– To strengthen civil society on issues of access to information, transparency and the fight against corruption at national, regional and local levels, aimed at compliance, oversight and accountability in the public administration and conduct of public officials;
– To strengthen the capacities of civil society actors to promote an equitable and sustainable economic agenda that strengthens the local economic development of non-traditional actors;
* To strengthen the capacities of civil society:
– To promote and manage initiatives for the protection and social accompaniment of the most unprotected segments of the population, in condition and/or at risk of socio-territorial exclusion, with a focus on livelihoods, sovereignty and food security, health, comprehensive care, both in rural and urban areas

Among financed actions
* Activities that encourage and strengthen mechanisms and/or processes of negotiation and conflict resolution, civil society networks to improve their participation in priority and pending issues on the political agenda in areas such as rural development, environment, economic activities, agrarian affairs, water affairs, food security;
* Technical assistance, exchanges, training and others that improve the effective participation of civil society and networks of Guatemalan organizations in the process of political and legislative dialogue on issues of national interest, including the definition of strategies and policies for sustainable development of the country, the generation of information and the democratization of communication;
* Studies, research, training, exchanges of experiences, publications, communication campaigns and others to develop and/or strengthen the capacities of civil society in the processes of monitoring and follow-up of investment and implementation of public policies, in key sectors such as: security and justice, food security, management and protection of the environment, trade, decent employment and labour protection and other relevant sectors of national interest;
* Studies, pilot projects, exchanges of experiences in order to promote mechanisms and networks of integral attention, socio-territorial reinsertion, food security and sovereignty, integral attention, in rural and urban areas, in actions such as social protection and accompaniment, culture and art, as a vector of social cohesion and violence prevention, empowering marginalized groups, contributing to social peace and personal development of these groups with special emphasis on youth and women, and disadvantaged communities;
* Studies, pilot projects, technical assistance, targeted investment to generate or consolidate production models consistent with the principles stated in the sustainable development objectives that promote responsible, inclusive and sustainable economic growth;
* Studies, pilot projects, technical assistance, focused investment in interventions that have an effective impact on improving resilience and on the reduction/mitigation and/or adaptation of climate change

Additional information
* This call is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility: 
– Be a civil society organisation or a network of CSOs;
– Be a legal person;
– Be non-profit-making;
– Be at least 3 years old and have carried out regular actions in the fields of the call for proposals for at least 3 years prior to submitting the application;
– Be established in Guatemala or in a Member State of the European Union or a country in Central or South America;

– The lead applicant may act individually or with co-applicants

– Actions must take place in Guatemala
