Priorities and funded actions:

Objectives
* To contribute to the development of a diversified and efficient agriculture sector that promotes sustainable growth and creates jobs;
* To support the collaboration of Private Sector, Farmers and Non-State Actors in developing economic, social and environmental sustainable Agriculture Value Chains;
* Lot 1: Support to short-scale value chains;
* Lot 2: Support to large-scale value chains

Priorities
* Understanding and measuring Value Chain performance;
* Improvement of Value Chain Performance;
* Improvement of business services

Among financed actions
* Policy Development involves research, analysis, consultation and synthesis of information to produce recommendations. It should also involve an evaluation of options against a set of criteria;
* Institutional Development is creating or reinforcing a network of organisations to effectively generate, allocate and use human, material and financial resources to sustainably attain objectives;
* Capacity Development enables individuals and organizations to obtain, strengthen and maintain capabilities to set and achieve objectives;
* Capital Asset Development prioritises, plans and realises demand-driven investments into capital assets (infrastructure, equipment), coherent with development objectives, and supported by sustainable funding and management plan

* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 24 and 48 months

* Eligibility
– Be a legal person;
– Be a specific organisation such as NGOs, Private Sector Organisation (PSOs), Farmer Organisation & Cooperatives, Community Based Organisations (CBOs), private legal entity or international (inter-governmental) organisation;
– Be established in a Member State of the European Union, in EEA countries, OCTs or, be beneficiaries of the IPA II. Are also eligible developing countries and territories (as included in the OECD-DAC list of ODA Recipients) and Member State of the OECD (Least Developed Country -LDC- and Highly Indebted Poor country -HIPC-);

– Action must take place in Sierra Leone;

– Action has to address a value chain in the following area: Maize, Cow Pea, Soya Beans, Onions, Cassava, Pineapple, Plantain, Pepper, Tomatoes and spices;

– Lead applicants have to demonstrate 5 years’ experience related to the type of activities and have been active in the past 5 years in at least 3 districts in Sierra Leone;

– Lead applicant must have stable and sufficient sources of financing in the past 5 years;

– Either the lead applicant or at least one co-applicant must be a private entity or private sector association and be established in Sierra Leone
