Funds for: contributing to the achievement of the national development goals for Education and Life skills, Water Sanitation and Hygiene, Management of Natural Resources

Priorities and funded actions:

Objectives
* To contribute to the achievement of the national development goals for Education and Life skills, Water Sanitation and Hygiene, Management of Natural Resources;
* Lot 1: to improve the participation of CSOs in the implementation and/or monitoring and/or design of relevant public policies and programmes in the education, life skills sector; 
* Lot 2: to improve the participation of CSOs in the implementation and/or monitoring and/or design of relevant public policies and programmes in the Water/Sanitation/Hygiene sector; 
* Lot 3: to improve the participation of CSOs in the implementation and/or monitoring and/or design of relevant public policies and programmes in natural resource management.

Priorities
* Education and Life Skills sector : enhancing the contribution of CSOs in the implementation of Life Skills programmes, social accountability and schools governance at regional and local levels ;

* Water, Sanitation and Hygiene sector:
– Enhancing the quality and level of participation of CSOs and CBOs to improve the implementation of the Government’s Water Supply & Sanitation policies and programmes at regional and local levels;
-Monitoring of the progress in water and sanitation strategies by central and regional authorities;
– Implementing the communication strategy for eliminating open defecation in Namibia;
– Designing and implementing the Water, Sanitation and Hygiene approach for Namibia;
– Strengthening capacity of Community-Based Organizations (CBOs) in assisting beneficiaries’ communities in the management and maintenance of water and sanitation facilities;

* Natural resource management: strengthening capacity of CSOs to improve the implementation of the community-based natural resource management (CBNRM) approach

Among financed actions
* Lot 1
– Training of teachers in the areas of comprehensive sexual education, gender equality, gender-based violence, environmental awareness; 
– Inventory and development of training manuals and learning and training materials for comprehensive sexual education, gender equality, gender-based violence education, environmental awareness;
– Evidence based advocacy for the institutionalisation of Life Skills subjects in the teachers’ career

* Lot 2
– Support to the relevant central and regional authorities in monitoring the progress in water and sanitation strategies;
– Complementing the Ministry’s efforts on the implementation of the communication strategy for eliminating open defecation in Namibia
– Design and implementation of the Water, Sanitation and Hygiene strategy for Namibia

* Lot 3
– Establishment of a system for improved transparency in the development of Conservancies and Community Forests (Cs/CFs);
– Cooperation between CSOs and Ministry of Environment and Tourism, i.e. on the implementation of the Standard Operating Procedures (SOP);
– Development and establishment of co-funding agreements with Cs/CFs to improve their financial sustainability

* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 48 months

Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as: CSO10, local authority, international (intergovernmental) organisation;
– Be established in either: Namibia, a Member State of the European Union, a Member State and contracting party to the Agreement on the European Economic Area, an IPA II beneficiary country or a developing country or territory (which is not member of the G20 group), an Overseas Country and Territory

– Actions must take place in Namibia
