Priorities and funded actions:

Objectives
* To support the Government of Zambia’s policy objectives to reduce rural poverty and malnutrition and to improve rural livelihoods;
* To better integrate farmers and agribusiness actors, within their value chain, through the establishment of a grant scheme providing incentives to the development of the smallholder agricultural sector in Zambia

Priorities
* To increase investment in agriculture (including fish farming) and support value chain actors such as agribusinesses;
* To facilitate the creation and strengthening of smallholder farmer and agribusiness associations as well as the linkages between them;
* To generate employment opportunities, in particular for women and youth, in both agricultural production and upstream & downstream agribusinesses

Among financed actions
* Value chain analysis;
* Activities leading to the Award of Grants to Third Parties;
* Provision of advisory/technical support to entities having successfully passed the concept note stage, to develop business plan, liaise with eligible commercial banks (under the EIB-EU loan scheme) to obtain complementary commercial bank loans, ensuring alignment with commercial banks’ and other financial institutions’ requirements;
* Contract management and monitoring for the sub-grants (a core activity) by the ABSO for the entire period of their contract;
* Monitoring of the implementation of activities and reporting to the PSC on a quarterly basis

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration od the action: between 48 and 60 months

* Eligibility:
– Be a legal person;
– Be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation;
– Be established in a Member State of the European Union or a country which is a party to the Agreement on the European Economic Area or a Member State of the OECD or Zambia

– The lead applicant may act individually or with co-applicant(s);
– In addition to the specific type of organisation mentioned above for Lead Applicants, co-applicants can also be Private Sector entities

– Action must take place in Zambia
