Priorities and funded actions:

Objectives
* To promote the entrenchment of democracy in Haiti through the increasing, egalitarian and effective participation of civil society in the country’s political, economic and social life process;
* To increase citizen participation in the governance of public action at local and national level, in particular in the priority sectors of EU-Haiti cooperation;
* To support citizen building processes at the local level (communal or intermunicipal) and to this end, strengthen and structure Basic Community Organisations (CBOs)

Priorities
* Consideration by public authorities of citizens’ aspirations regarding the services to be provided by the public sector in a responsible manner;
* Providing citizens with rapid, digestible, exhaustive, coherent and reliable information on public policies in a spirit of transparency;
* Fighting against corruption;
* Improving governance;
* Strengthening the capacities and skills of right holders;
* Strengthening the process of implementing and monitoring public policies;
* Establishing and strengthening of the citizen budget process at national and/or local level;
* Establishing and strengthening of participation and consultation mechanisms between CSOs and public authorities at national and/or local level;
* Strengthening the process of access to public information and data at the national and/or local level;
* Strengthening the technical and organizational capacities of CSOs/OCBs and CSO/OCB networks to improve their internal governance;
* Supporting the structuring of CSOs/OCBs and CSO/CBO networks around common interests in order to maximise their capacity to propose and advocate to public authorities at the national and/or local level

Among financed actions
* Identification of CSOs (CBOs and others) involved in the department;
* Diagnosis of consultation and dialogue mechanisms at the municipal and/or departmental level;
* Support for dialogue mechanisms between public authorities and CSOs/OCBs;
* Activities to support the development of CSO/OCB platforms or networks;
* Activities aimed at strengthening the participation of local dialogue actors around priorities defined in the framework of the budget, local development plan and the department’s strategic orientations;
* Strengthening of CBOs and local authorities in public policy analysis;
* Awareness of citizen participation in public policy development;
* Activities in support of access to public information and data;
* Organisation of debates or forums on topics of local interest, with broadcasting of these debates

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility:  
– Be a legal person;
– Be a non-profit-making entity;
– Be a Haitian Civil Society Organisation established in accordance with current national legislation;
– Be legally established in Haiti for at least three years;
– Demonstrate experience in supporting civil society organisations for at least the past three years;
– Demonstrate at least one management experience as lead organisation, with a total amount of grant(s) representing at least 60% of the maximum grant requested

– Actions must take place in Haiti, in the departments of the North or North-East
