Priorities and funded actions:

Objectives
* To support civil society actors, in particular youth and women, positively to contribute to socioeconomic service delivery, accountability and public policy making at local level, in particular in rural areas of 4 preselected districts of Sierra Leone (Pujehun, Kenema, Bombali, Kambia)

Priorities
* To strengthen capacity to operate as credible actors of local governance and implement gender-sensitive initiatives aimed at improving inclusive social and economic service delivery to the population at local level, enhancing managerial, organisational and technical capacities of Sierra Leonean CBOs;
* To reinforce democratic governance, improve transparency, inclusiveness and accountable decision-making, including improved participation of citizens in public life and in territorial management, in particular strengthening the voice of girls and women;
* To design, establish and operate a sub-granting mechanism with clear eligibility conditions, award criteria (including gender and environmental sensitivity) and decision-making process to finance CBOs or VDC/ CDC/ WDC projects in line with the local development plans and concerted with communities

Among financed actions
* Assistance to rural communities and especially women, youth and PWD in accessing key basic services and participating in the sustainable management of these services; 
* Advocacy and monitoring of public policy and its implementation, especially as it relates to the delivery of key services to vulnerable groups;
* Awareness-raising on the rights of beneficiaries to services and to better inform target beneficiaries on public policies; 
* Promoting ownership and participation in public policy-making processes by community/grassroots groups;
* Capacity building, institutional and technical support to CBOs, CSOs, LAs;
* Civic education; 
* Monitoring, reporting, networking between LAs, CSOs and private sector;
* Microcredit

Additional information 
* This call for proposals is an open call for proposals

* Initial duration of the action: between 24 and 40 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as: non-governmental organisation, or a consortium thereof, public sector operator, international (inter-governmental); 
– Be established in a Member State of the European Union or in Sierra Leone;
– Have worked for at least 5 years in the District targeted by the proposal over the last 10 years, in the areas covered by the Action;
– Eligible lead applicants established in a country other than that of Sierra Leone must act together with at least one co-applicant that is a Sierra Leonean organisation
