Priorities and funded actions:

Objectives
* To increase access to affordable, reliable and modern energy for all in Zambia, in coherence with sector-specific, poverty-reduction national policy and planning frameworks;
* To increase access to electricity services within rural areas and promote the rational use of energy for productive and social purposes;
* To stimulate the emergence of viable business models (including but not limited to Public-Private Partnerships) for decentralised solutions that attract private capital for promoting affordable and sustainable energy services in rural areas in a pro-poor and inclusive perspective and also target local communities and small entrepreneurs;
* To stimulate the emergence of viable business models to promote the use of energy efficiency solutions for service providers such as schools, health centres, water utilities, etc. in the public sector at national level

Priorities
* Access to energy services in a pro-poor and inclusive perspective within rural Zambia;
* Scalability/replicability;
* Renewable energy and energy efficiency;
* Business models

Among financed actions
*  Electrification of isolated areas, based on renewable-energy-powered mini-grids or in combination with SHS;
* Electrification of rural growth centres through decentralised solutions, based on renewable energy;
* Actions aiming at consolidating and/or scaling-up proven successful, relevant, efficient (financially and in terms of management), effective, having high impact on poverty reduction and sustainable energy access activities;
* Actions that intend to promote local investment for rural electrification inter alia through development of local credit markets, excluding credit lines;
* Actions supporting access to microfinance, especially those at grassroots level. Direct credits to third parties are not eligible under this call;
* Promotion of rational use of renewable energy for productive and social purposes;
* Setting up public-private partnerships with the public sector to increase access to energy for schools and health centres, especially in rural areas;
* Civil society initiatives, including the promotion of innovative approaches for rural electrification, to deliver basic energy services for underserved poor man and women – especially female-headed households;
* Providing access to energy sources for service providers of the public sector (schools, health centres, water utilities, etc.) and community projects that sustain livelihood

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 36 and 60 months

* Eligibility: 
– Be a legal person;
– Be a non-governmental organisation or a private sector operator;
– Be established in a Member State of the EU or in other countries eligible under the 11th EDF;
– Have demonstrated capacity and experience of at least three years since 2013 in managing activities of similar nature and complexity and of a scale corresponding to at least half of the size of the grant requested

– The lead applicant may act individually or with co-applicant(s); 
– Co-applicant(s) may have demonstrated capacity and experience of at least one year since 2013 in managing activities of similar nature and complexity and of a scale corresponding to at least a third of the size of the grant requested by the lead applicant

– Action must take place in Zambia
