Priorities and funded actions:

Objectives
* Support Beninese municipalities and their inter-municipalities in the effective implementation of their autonomy in the service of local economic development;
* Contribute to improving the performance of municipalities and their inter-municipalities in terms of service provision to the population, as well as in terms of mobilizing and diversifying their own resources;
* Contribute to the strengthening of the decentralization process and the intervention capacities of municipalities by boosting inter-municipality;
* Lot 1: Actions Grants;
* Lot 2: Sub-granting

Priorities
* Build quality equipment and facilities, so as to provide a relevant and sustainable response to the specific needs of populations, including the most vulnerable, to promote social inclusion and gender equality, as well as to ensure adequate geographical coverage;
* Research, identify and exploit local economic and fiscal potential, as well as the design and implementation of methods, techniques, and practices aimed at making them profitable, including intersectoral partnerships;
* Develop the practice of short, medium or long-term actions, such as pooling, and sharing of know-how (capacity building), resources and responsibilities, with a view to achieving achievements of common interest between municipalities

Among financed actions
* Acquisition of equipment/development projects in support of the action;
* Establishment of support and assistance units for economic operators and job seekers;
* Studies/diagnosis prior to the implementation of the action;
* Capacity building of the beneficiaries of the action (training, coaching, working resources, and tools, etc.);
* Seminars and information campaigns/awareness/ communication;
* Implementation and operation of data collection and analysis units;
* Improvement of economic and market infrastructures;
* Promotion and enhancement of economic sectors with strong local potential;
* Promotion of youth employment, empowerment of women and persons with disabilities and/or vulnerable;
* Development of sectors to support production and value chain optimization;
* Introduction and promotion of new work techniques among economic operators with a view to improving their performance and/or profitability;
* Promotion of SMEs;
* Promotion of public-private partnership;
* Promotion and strengthening of inter-municipal cooperation

Additional information
* This is a restricted call for proposals. At first, only the concept notes will be evaluated

* Initial project duration: between 24 and 27 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be one of the following categories: local authorities or inter-municipalities organizations;
– Lead applicant must be established in Benin; 

– Co-applicants must be established in a Member State of the European Union or in Benin;

– The actions must be implemented in one of the following regions: Zone 1: Alibori-Atacora; Zone 2: Donga-Borgou; Zone 3: Hills-Zou-Plateau; Zone 4: Couffo-Atlantic-Mono-Ouémé;

– The lead applicant may not submit/be awarded more than one application/grant from Lot 1 under this call for proposals;

– The lead applicant may not submit/be awarded more than two applications/grants from Lot 2 under this call for proposals
