Priorities and funded actions:

Objectives
* Support the implementation of Gambia’s NSPP, through universal programmes addressing specific life-course vulnerabilities at regional level; 
* Build capacity of Government at national and sub-national levels; 
* Develop, test and validate innovative systems to support social protection; 
* Generate evidence on the benefits of universal social protection interventions to inform the design of the NSPP

Priorities
* Lot 1 – the “First 1000 Days” : 
– Provide cash transfers at a value of 600 dalasi per month (consistent with the BReST programme) to mothers from conception to the time their child reaches the age of 2 years; 
– Work closely with health centres and social welfare staff in identifying mothers and in administering the cash transfers to them;
– Maximise the building capacity of Government counterparts especially those at the National Social Protection Secretariat, messaging, advice and guidance for mothers 

* Lot 2 – Disability allowance: 
– Provide cash transfers at a value of 450 dalasi per month to persons with severe disability; 

* Lot 3 – Old age pension: 
– Provide cash transfers at a value of 450 dalasi per month to all persons over the age of 70; 
– Develop robust methods to ascertain the eligibility of elderly people who do not have national ID or voter cards 

* Lot 2 and Lot 3: 
– Work closely with social welfare staff and the Social Protection Secretariat, capacitating them to participate in the action, to contribute to the design and implementation of assessment methods and procedures, and to link beneficiaries to other services and support as appropriate

Among financed actions
* Inventory in close coordination with, Government and non-government actors over capacity building, tools and approaches in the fields of  social protection and cash transfer;
* Enrolment of beneficiaries to the cash transfer and social benefits;
* Registration of beneficiaries (linked with the national social registry);
* Verification of eligibility of beneficiaries (and documenting of approaches) to the grants scheme;
* Baseline survey of beneficiaries (including nutrition) of their community, of the local economy, and of wider social issues such as out-migration and women’s empowerment;
* Involvement and capacitation of social welfare officers, Social Protection Secretariat, health centres and other government agents to participate in the action as appropriate;
* Capacity-building of regional and sub-regional government, of community structures, and of non-state actors in the field of Social Protection;
* Integration of systems for delivery, grievances, case management, in liaison with the Social Protection Secretariat and DSW (working with the EU-funded technical assistance);
* Detailed documentation of methods and approaches, and manuals for operational procedures in the fields of social protection;
* Transfer of knowledge, lesson-learning and exchange, around both successes and challenges in the fields of Social Protection and Cash transfers;
* Advocacy, and engagement of political champions in Government, national assembly and the media in the fields of social protection;
* Endline survey of beneficiaries (including nutrition), of their community, of the local economy, and of wider social issues such as out-migration and women’s empowerment in the fields of social protection;
* Evaluation of impact on individuals, households, communities and the local economy of beneficiaries;
* Building of a business case for national scale-up of  Social Protection intervention;
* Payment of monthly cash transfers to beneficiaries for the specified period

Additional information
* This call for proposals is an open call for proposals 

* Initial duration of the project: 36 months

* Eligibility
– Be a legal person; 
– Be non-profit-making; 
– Be a non-governmental organisation or International Organisation; 
– Be established in a Member State of the European Union or the Gambia. This obligation does not apply to international organisations 

– Co-applicants are obligatory for all lead applicants that are established in the European Union or that are international organisations. The minimum recommended number of co-applicants to be involved in the action is one Gambian-established co-applicant; 
– A Gambian-established lead applicant/coordinator is not obliged to add a co-applicant
