Priorities and funded actions:

Objectives
* To contribute to the protection of and respect for Human Rights and fundamental freedoms in Angola, in situations where they are most at risk

Priorities
* First municipal elections in Angola in 2020: promoting the electoral participation of citizens, in particular women, young people and citizens with disabilities;
* Defend and guarantee children’s rights: prevent and eliminate all forms of violence against children including child trafficking in both the public and private spheres;
* Social Communication: strengthening the role of the media in the implementation of the right to information and freedom of expression throughout the national territory

Among financed activities
* First municipal elections in Angola in 2020:
– Training of citizens on their duties and, respectively, the rights they are granted in the electoral process;
– Promotion/dynamisation of spaces for debate and constructive dialogue between local authorities and citizens and civil society;
– Actions in the field of civic education, especially targeting women, young people and citizens with disabilities;
– Actions aimed at strengthening pluralism in political life;
– Close collaboration with national Human Rights institutions
* Defend and guarantee children’s rights:
– Support measures of a political, legislative, judicial and law enforcement nature aimed at promoting compliance with agreed norms, standards and commitments that promote the rights of children;
– Support the implementation and enforcement of existing legal instruments for the protection of children;
– Support legislative measures aimed at penalising all acts of violence against children, as well as protecting victims;
– Support comprehensive assistance to protect children and bring perpetrators to justice
* Social Communication:
– Training of journalists in Human Rights and journalistic investigation of Human Rights issues;
– Elaboration of proposals and creation of debate spaces to reflect on the legislation and regulation of the media and the exercise of the activity of media professionals;
– Creation and/or reinforcement of networks and associations of journalists working on Human Rights issues, mainly on issues of serious violations;
– Awareness-raising actions against practices of censorship of freedom of expression;
– Promotion of an observatory on the state of the media and the freedom of expression of media and professionals;
– Partnerships and activities of civil society organisations coordinated with the ProtectDefenders.eu and Media4Democracy.EU programmes

* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the call: between 24 and 36 months

* Eligibility:
– Be a legal person or an entity without legal personality or a natural person;
– Be non-profit-making;
– Be a specific type of organisation, such as: CSOs, including NGOs, independent political foundations, community-based organisations, non-profit private sector organisations, and their networks at local, national, regional and international level;
– Be established in a Member State of the EU or in any other country

– Lead applicants may apply individually or together with co-applicants;
– Principal applicants who are not established in Angola shall apply together with co-applicants who are established in Angola;
– Priority will be given to proposals whose principal applicants are established in Angola

– Actions must take place in Angola
