Funds for: Promoting the respect for human rights in Albania

Priorities and funded actions:

* To promote respect for human rights in Albania;
* To strengthen the role of civil society organisations in the consolidation of democracy and rule of law;
* To support organisations active in the field of human rights

* To promote LGBT rights in the Albanian society, including to fight hate speech in media and discrimination in the workplace, promoting inclusive access to rights and services, increasing public awareness etc;
* To strengthen civil society capacity to promote, advocate and support democratic processes, the integrity of elections and political transparency. Enhance citizen’s participation and practices for civic observation of electoral processes through innovative methods, including but not limited to political programs, candidates, party finance, and state resources (procurement, public administration etc);
* To deal with the Communist past in Albania, including to work with former political prisoners and victims, their families, relatives of missing persons and civic education for raising public awareness on transitional and reconciliatory justice as well as supporting commemorative events and memorials in former communist labour camps;
* To provide vocational rehabilitation, education, legal/psychologic counselling and cultural/artistic activities to prison inmates as well as promoting prevention and probation services

Among financed actions
* Providing specific services, such as legal, education, social and health services;
* Training and capacity building of civil society, public servants and service providers to increase skills and knowledge on specific issues;
* Awareness campaigns, particularly through social media or other innovative communication tools;
* Policy research, gaps and needs analyses, opinion surveys, monitoring and watch-dog activities including manuals on best practices related to the priority themes;
* Organising conferences and public debates involving decision makers and politicians. However, conferences can only be funded if they form part of a wider range of activities to be implemented in the lifetime of the project;
* Preparing monitoring or shadow reports needs analysis and advocating for specific areas or issues related to specific issues or priorities;
* Innovative activities related to citizen-led initiatives to improve transparency, efficiency and service orientation

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 months and 36 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as civil society organisations, public-sector non-profit agencies, institutions and organisations (including in particular National Human Rights Institutions), international (inter-governmental) organisation;
– Be established in Albania, in a Member State of the European Union, in IPA country as recognised by the European Union or in a Member State of the European Economic Area;
– The lead applicant must act together with at least 1 coapplicant and not more than 2 co-applicants;
– If the lead applicant is not legally established in Albania, the co-applicant must be legally established in Albania;
– Lead applicants established in Albania must act with at least one co-applicant which is established in a Member State of the EU or in an accession or official candidate country as recognised by the EU or in Member State of the EEA 

– Actions must take place in Albania
