Priorities and funded actions:

Objectives
* Support and strengthen civil society organisations, democracy activists and Human rights defenders working on critical Human rights and democracy issues; 
* Support and strengthen civil society organisations working to defend and fulfil the rights of persons with mental and physical disability in Afghanistan

Priorities
* Counter Human rights violations and attacks against fundamental freedoms and rights of people with disability;
* Increase the efficiency, responsiveness, transparency and accountability of Local Authorities in the provision of essential services to people with disabilities;
* Increase the representation of- and to support the participation of people with disabilities, disabled peoples’ organisations (DPOs), and disability-focused organisations to local governance processes that lead to the delivery of improved and equitable services; 
* Contrast the marginalisation of people with disabilities and to foster respect for their rights and dignity; to combat stereotypes, prejudices and harmful practices relating to people with disabilities, including those based on sex and age, in all areas of life;
* To promote awareness of the capabilities and contributions of people with disabilities

Among financed actions
* Advocacy, lobbying and development of strategies by civil society organisations to:
– increase the efficiency, responsiveness, transparency and accountability of Local Authorities in the provision of essential services to people with disabilities; 
– push for legal reform, to influence policy-making and to monitor the implementation of the legal framework at central level;
* Awareness-raising and communication activities on the rights of persons with mental and physical disability tailored for different target groups ;
* Sub-granting to local registered and non-registered civil society organisations;
* Monitoring, documenting and reporting on the effective implementation of the relevant international Human rights instrument and on cases of Human rights violations; provision of legal assistance for such cases should be envisaged;
* Collection of appropriate information, including statistical and research data, to enable the Government and the civil society to formulate and implement policies and programmes;
* Inclusive and strategic partnership, networking and cooperation among disabled peoples’ organisations (DPOs), disability-focused organisations, governmental institutions and other relevant stakeholders;
* Capacity building for DPOs and disability-focused organisations to strengthen their capabilities to implement the above-mentioned activities
 
Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: up to 36 months

* Eligibility
– Be a legal person; 
– Be non-profit-making;  
– Be a specific type of organisation such as: non-governmental organisation and international (inter-governmental);
– Be established in a Member State or Afghanistan or in any eligible countries as per the CIR for at least three years (this obligation doesn’t apply to international organisations)

– Actions must take place in at least four provinces in Afghanistan
