LOT 1: EIDHR
The global objective of this call for proposals is to support civil society and human rights defenders in third countries working on human rights (political, civil, economic, social and cultural rights) and democratisation.

LOT 2: CSO-LA
The global objective of this call for proposals is to strengthen civil society organisations to contribute towards reinforced governance, accountability and inclusive policy-making. 

Priorities and funded actions:

LOT 1: EIDHR
Objective
– To support Rwandan civil society to perform its role as actor of change more effectively to enhance the governance and management capacities of civil society organisations at all levels through partnerships and skills transfers in order to have a more vibrant, professional and accountable civil society in Rwanda

Priorities
– Promoting budget transparency and accountability, including developing the capacity of local CSOs as well as citizen participation in monitoring budgets at both national and local levels
– Supporting civil society participation in public accountability including actions that enhance the capacity of CSOs to develop networking capacity and policy advocacy skills
– Strengthening the capacity of community radios to enlarge the space for debate and dialogue
enhancing the free flow of information between the Government of Rwanda and other stakeholders of Rwandan society

Among financed actions
– Network/coalition building of local expertise
– Training and capacity building
– Providing legal information, assistance and legal advice to detainees, including file administration

LOT 2: CSO-LA
Objectives
– To strengthen Rwandan citizen’s capacity to actively participate in the democratic and election processes at local and central levels, as well as to increase citizen participation
– To support Rwandan civil society organisations in promoting and implementing the rights of detainees as part of contributing to improvement of the administration of the criminal justice system

Priorities
– Promoting civil society organisations and citizen participation in electoral and democratic processes at local and national levels
– Supporting the implementation of the rights of detainees and victims in Rwanda

Among financed actions
– Building budget analysis and advocacy skills in civil society organisations
– Enhancing knowledge exchange among civil society budget groups and other public finance stakeholders by acting as a hub of information on civil society budget work
– Building vibrant international and regional budget networks to enhance learning synergies and exchange of best practices
