Priorities and funded actions:

Objectives
* Contribute to the development and consolidation of democracy and the rule of law and respect for all Human rights and fundamental freedoms within the framework of the Community’s policy on development cooperation and economic, financial and technical cooperation with Tajikistan;
* Support civil society and Human rights defenders in Tajikistan working on Human rights and democracy issues

Priorities
* Human Rights Defenders:
– Support, protection and defence of human rights defenders;
– Actions against torture and other cruel, inhuman or degrading treatment or punishment

* Promotion of Human Rights:
– Support and strengthening of the national and international framework for the protection of human rights;
– Concerted civil society monitoring of national and international commitments;
– Support and strengthening of the National Human Rights Institution;
– Promotion of the freedom of religion and belief;
– Access to justice and the rule of law;
– Support to gender equality (women’s rights, women in decision-making, right to participate in peace-building and reconstruction processes, fight against gender-based violence, etc.);
– Protection of the social, economic and cultural rights, especially for groups particularly vulnerable to discrimination, such as women, children, migrants and the rights of persons belonging to ethnic minorities

* Promotion of the development of democratic political culture:
– Promotion of freedom of association;
– Promotion of freedom of expression, namely support of independent media (both online/offline) and strengthening the role of media in the promotion of human rights

Among financed actions
* Advocacy, lobbying and development of strategies by civil society organisations to push for legal reform, to influence policy-making, or to counter restrictions imposed by States on CSOs and other non-state actors;
* Provision of psychosocial, medical, legal assistance and any other type of support;
* Facilitating dialogue processes and mediation activities (such as inter-community, inter-faith and inter-cultural dialogues);
* Documenting and reporting on cases of Human rights violations;
* Monitoring of and reporting on the implementation of the international human rights instruments that the country has ratified;
* Capacity-building through training of civil society organisations active in the human rights/democracy field and of human rights defenders;
* Awareness-raising and communication campaigns to inform on specific democracy/human rights issues;
* Ensuring access to remedy for victims, accountability and prosecution of perpetrators;
* Promoting inclusive and strategic partnerships, networking and cooperation with CSOs and other relevant stakeholders or among CSOs

Additional informations
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as: civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private sector non-profit agencies, institutions and organisations and, networks thereof at local, national, regional and international level; public-sector non-profit agencies, institutions and organisations and networks at local, national, regional and international level; international (inter-governmental) organisation;
– Be established in a Member State of the European Union or an eligible country under EIDHR;

The applicant must address at least one of the three priorities;

– Lead applicants established in Tajikistan must act with at least one eligible co-applicant established in Tajikistan;
– Lead applicants not established in Tajikistan must act together with at least two co-applicants established in Tajikistan;

– Actions must take place in the Republic of Tajikistan
