Priorities and funded actions:

Objective
* To support and strengthen civil society and human rights organizations to promote and to protect human rights and democracy

Priorities
* Lot 1:
– Promoting and supporting the rights of persons with disabilities;
– Fighting against discrimination in all its forms with a focus on women and the most vulnerable groups (LGBTI, children, minorities and other discriminated groups)

* Lot 2:
– Promoting and defending fundamental freedoms, in particular, freedom of expression

Among financed actions
* For both lots:
– Capacity building training for human rights and civil society organizations;
– Training on monitoring, documenting, reporting about violations of human rights;
– Human rights and civil society monitoring and reporting on the observance of human rights standards

* Lot 1:
– Actions protecting the rights of persons with disabilities, comprising social inclusion in education and employment, community-based rehabilitation, active participation and contribution by organizations representing people with disabilities and disability-focused organizations; 
– Actions aimed at preventing, investigating, monitoring (including court monitoring) and following-up cases of discrimination in all its forms at schools, orphanages and other facilities for children and adolescents, psychiatric and other medical facilities or all other places where the most vulnerable groups can be exposed to discrimination;
– Actions promoting and protecting the political, civil, social and economic rights of women and the most vulnerable groups, as well as support to an inclusive society, active citizenship and a culture of tolerance and pluralism;
– Actions strengthening the capacity of human rights and civil society organizations to implement activities related to the above-listed priorities, where appropriate jointly with state authorities in charge of fighting against discrimination based on any ground;
– Actions leading to raising legal awareness of the most vulnerable groups through information and advocacy campaigns, provision of free legal aid;
– Actions promoting behavioral change in decision making, combating discriminatory social norms and gender stereotypes at family and community level, through public education and media campaigns, engaging women and men at all ages 

* Lot 2:
– Actions promoting freedom of expression online and offline;
– Actions serving public debate and supporting a free and independent press informed citizenship and the transparent functioning of the state;
– Actions supporting domestic accountability, rule of law and effective oversight mechanisms and institutions, through strengthening the capacity of independent media;
– Actions leading for transparency and the public’s right to seek and receive information and government data, fostering responsive and accountable public bodies and institutions;
– Actions supporting access to information, strengthening media’s capacity to guarantee the expression of different viewpoints on issues in society and state policies;
– Actions promoting the free exchange of ideas, opinions, and information and allowing members of society to form their own opinions on issues of public importance

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 24 and 36 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be a non-governmental organization (international organizations are ineligible);
– Be established in any territory as no nationality restriction applies to applicants and, if any, to co-applicants, and affiliated entities;
– Be registered for at least two years at the submission deadline for concept notes;

– Actions must take place in the Kyrgyz Republic;

– Actions must fall under at least one of the Call for proposals’ priorities
