Priorities and funded actions:

Objectives
* To support and strengthen civil society organisations, working on critical Human Rights and democracy issues, thereby contributing to the enhancement of human rights and democracy for target population;
* To strengthen democracy at community level through actions targeting their increased participation and inclusivity in national dialogues, on issues of key importance for development relevant to country context;
* To address specific human rights violations relative to the context and needs of target populations and in keeping with the EU’s Human Rights priorities as well as the country’s commitment to human rights and to the SDG 2030 agenda

Priorities
* Lot 1 – Guyana:
– Actions targeting the issue of sexual abuse of minors. These can include educational, sensitization and awareness programmes including on sexual and reproductive health;
– Actions to foster the participation of indigenous and rural peoples in decision-making processes surrounding the context of economic development and the oil and gas industry, and can include components targeting the protection of wildlife, biodiversity and marine life
* Lot 2 –  Surinam:
– Actions targeting Violence Against Women and Girls and can include the strengthening of policies on gender equality and/or sensitizing, raising awareness or educating on sexual reproductive rights and health of youths;
– Actions designed to strengthen the social and economic rights of the Marrons and indigenous peoples

Among financed actions
* Lot 1:
– Strengthening knowledge base and capacity of village councils and community groups in socially and economically challenged communities;
– Establishment of NGO networks/partnerships to increase advocacy/service delivery in the priority areas cited in Section 1.2 of these guidelines and concomitantly providing added visibility to ongoing efforts to address the issues;
–  Enhancing ongoing efforts and creations of new and innovative actions to address and reduce child violence and abuse, placing particular emphasis on sexual abuse
* Lot 2:
– Strengthening knowledge base and capacity of village councils and community groups in socially and economically challenged communities;
– Actions intended to combat domestic violence, sexual abuse of women and girls, street harassment and other women’s rights related issues. These should encourage innovative and/or enhanced mechanisms to address issues relative to gender equality;
– Establishment of NGO networks/partnerships to increase advocacy/service delivery in the priority areas cited in Section 1.2 of these guidelines and concomitantly providing added visibility to ongoing efforts to address the issues

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 months and 36 months

* Eligibility
– Be a legal person or an entity without legal personality, or a natural person;
– Be non-profit-making;
– Be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 43 of the rules of application of the EU Financial Regulation;
– Be established in a Member State of the European Union or in country where action is taken (Guyana or Suriname)
– Be able to demonstrate to have implemented activities in the priority areas outlined in Section 1.2 of these Guidelines within the last 2 years

* Actions must take place in Guyana or in Suriname
