Priorities and funded actions:

Objectives
* To support and strengthen civil society organisations, democracy activists and human rights defenders working on critical human rights and democracy issues in Uganda;
* To uphold the rights of women and girls, and in particular tackling the problem of violence against women and children;
* To support the increased resilience of human rights defenders (HRDs), especially HRDs who are most at risk

Priorities
* Submitted by a local organisation as lead applicant in order to promote ownership and local leadership;
* Implemented by local applicants and/ or have local actors at the heart of the project;
* Include elements of capacity development for local stakeholders;
* Including socio-cultural approaches to addressing GBV and violence against women and children

Among financed actions 
* Lot 1:
– Addressing the root causes of VAW/C – socio-cultural beliefs/ attitudes and traditions;
– Community sensitization towards change of attitudes, beliefs, values and negative cultural practices
– Strategic activities aimed at women economic empowerment, employment especially in the informal sector and skills development;
– Empowering women and girls to claim their rights, especially inheritance and property rights- succession planning, will-making, access to land, etc;
– Promoting Sexual and Reproductive Health Rights (SRHR) especially for women and girls;
– Identification and strengthening response and referral mechanisms for children and women in difficult circumstances or those whose rights have been grossly violated and need immediate intervention by those concerned;
– Strengthening the rule of law in relation to the protection of the vulnerable groups (especially women and children)
* Lot 2:
– Provision of direct support to individual HRDs, including protection support to increase physical, communications and digital security of defenders;
– Strengthening of support structures and networks of HRDs in Uganda; these could either be thematically or geographically focussed and should enable HRDs to be in closer contact with one another, to support each other’s work and learn from one another;
– Capacity development initiatives, including training or the provision of resource materials or new tools for HRDs. This can include training or provision of tools related to enhanced digital security;
– Monitoring, research and advocacy in support of HRDs in Uganda. This could be focussed at the national or sub-national level and can also be thematically focussed on the issues faced by a sub-category of HRDs, for instance those working on land, environmental issues, LGBTI rights, , refugees etc

Additional information
* This call for porposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be : CSOs, including non-profit NGOs and independent political foundations, community-based organisations and private sector non-profit agencies, institutional and organizations and networks thereof at local, national, regional and international level, public sector non-profit agencies, institutions and organizations and networks at local, national, regional and international level, national, regional and international parliamentary bodies, when this is necessary to achieve the objectives of the EIDHR and the proposed measure cannot be financed under another instrument, international and regional inter-governmental organisations, natural persons, entities without legal personality and, in exceptional and duly justified cases, other bodies or actors not identified in this paragraph, when this is necessary to achieve the objectives of the EIDHR;
– Be established in a Member State of the European Union or any other country

– Where the lead applicant is not established in Uganda, it must act with minimum one co-applicant established in Uganda

– Actions must take place in Uganda
