Objectives
* Support civil society in Vietnam in the protection and promotion of human rights and fundamental freedoms

Priorities
* Lot 1: Protection and promotion of ethnic minorities’ land and resource-related rights
– Support civil society action towards the promotion and protection of the ethnic minorities’ land and resource-related rights in Vietnam

* Lot 2: Promotion of abolition of the death penalty
– Support civil society action towards the abolition of the death penalty in Vietnam

* Lot 3: Promotion of information on human rights issues online
– Support civil society action towards improved knowledge and understanding around human rights issues (especially human rights of the most marginalised) through online activities aimed at Vietnamese beneficiaries

Among financed actions
* Lot 1: 
– Increase access to information;
– Improve the participation of people in the monitoring of land policy;
– Increase the transparency in land and forest allocation;
– Protection of ethnic minorities rights in land allocation and relocation;
– Prevent forced eviction and confiscation;
– Provide legal assistance to victims of land confiscation;
– Training and advocacy of local authorities’ agents towards a better knowledge and respect of the diversity of ethnic minorities’ culture and rights

* Lot 2: 
– Advocacy and lobbying to push for legal reform and ratification of the Second Optional Protocol to the ICCPR and other international and regional instruments providing for the abolition of the death penalty;
– Advocacy to push for immediate introduction of a moratorium on the death penalty;
– Awareness raising campaigns and educational activities addressed to youth, the general public, private sector and other relevant target groups regarding abolition of the death penalty;
– Activities to increase information on the application of death penalty (monitoring, research and data collection on the use of death penalty);
– Information sharing/examples from other countries on abolition of the death penalty;
– Activities linked to independent supervision of detention centres by civilian groups;
– Provision of legal aid and assistance, trial monitoring for persons at risk of execution;
– Provision of assistance to families of death row inmates

* Lot 3: 
– Improved capacity of local partners including media and CSO’s to address human rights issues online (media website, blogs, online platforms…);
– Support for development of media literacy skills (including capacity to protect their privacy and their data online);
– Improved quality and diversity of information content online especially on human rights issues;
– Inclusion of marginalised/stigmatised groups in online content production;
– Increased affordable and non-discriminatory access to information for all citizens including those in vulnerable situations;
– Development of interactive online platforms which include the voices of the most marginalised;
– Advocacy for an enabling environment/context

Additional information
* This call for proposal is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the project: between 24 and 36 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be Civil Society Organisations;
– Be established in Vietnam or an EU Member State or any eligible country as stipulated in the CIR;

– When the lead applicant is not Vietnamese, it must act with at least one Vietnamese co-applicant
