Priorities and funded actions:

Objectives
* To support priorities of the Union in the field of Human Rights where the Union has an added value or specific thematic commitment;

* To support democracy and peaceful pro-democracy actors in third countries with a view to enhancing participatory and representative democracy, transparency and accountability 

Priorities
* To support the work of civil society organisations in addressing the needs of vulnerable and marginalised groups with a particular focus on supporting the empowerment of these groups to claim their rights:
– Lot 1: Support to the fight on violence against children;
– Lot 2: Business and Human Rights; 
– Lot 3: Support to civil society organisations in fighting corruption

Among financed actions
* Human rights and democracy awareness raising towards concrete policy changes or improved claim-making by rights-holders that are poor, socially excluded and vulnerable, including independent media initiatives for better public accountability;
* Peaceful exercise of freedom of association and assembly;
* Legal, medical and psychological counselling and other direct forms of support such as relocation/sanctuary to local Human Rights defenders or victims of Human Rights violations;
* Support efforts in the field of Human Rights documentation and monitoring, fact-finding missions, information and advocacy campaigns and claim-making;
* Capacity-building training and educational activities including gender and rights-based approaches to organizational development and management and learning exchanges amongst rights-holders and/or duty-bearers;
* Participatory action research or policy research or media activities as part of a wider range of public advocacy or Human Rights accountability activities;
* Enhancement of security of Human Rights defenders or project beneficiaries through the use of information technology and/or installation of security systems and communications

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility
– Be a legal person;
– Be non-profit-making organisation;
-Be: a CSO, an NGO and non-profit organisation, an independent political foundation, a community-based organisation or a private sector non-profit agency, an institution or an organisation from private or public sector and their networks thereof at local, national, regional and international level;
– Be established in a Member State of the European Union or an eligible country as stipulated in the Commission Implementation Rules; 
– Non-Filipino applicant must act with at least one Filipino co-applicant;
– Actions must take place in the Philippines
