Priorities and funded actions:

Objectives
* Support and strengthen the organizations of the civil society, activists for democracy and Human Rights defenders working in favour of human rights and democracy in Paraguay;
* Promote and protect fundamental freedoms and civic, democratic and social spaces;
* Intervene in situations where human rights are at risk 

Priorities
* Lot 1 – Alliance for the promotion and protection of fundamental freedoms and spaces civic, democratic and civil society:  
– Promoting human rights and obstruct attacks against them, in public-private partnerships or platforms between civil society and government organizations;
– Strengthening the capacities of civil society actors and public agencies for the promotion of human rights and to expand the civic and democratic spaces in which they operate, including capacity-building in the fields of monitoring, documenting, reporting and informing on human rights violations and abuses, as well as the fight against impunity at all levels;
– Implementing concrete actions to improve the enforceability and guarantee of Human Rights, allowing to demonstrate clear advances;
– Mobilising society in favor of fundamental rights where human rights are in risk 
* Lot 2 – Intervene in situations where human rights are at risk or are more critics:
– Protecting the rights of the most vulnerable groups, such as indigenous groups, rural populations, people with disabilities and people or groups victims of human rights violations;
– Strengthening and training human rights defenders;
– Promoting freedom of expression and freedom of association, with a particular attention to the protection of human rights defenders who operate and intervene on sensible topics in Paraguay such as land rights, gender equality and the empowerment of women and young girls

Among financed actions
* Creation, strengthening or institutionalization of networks, alliances and / or platforms with the purpose of promoting progress in the protection of human rights;
* Establishment of powerful alliances between different actors of civil society, state organisms, academia, media, private sector, etc. in favor of protection from the human rights;
* Promotion of inter-institutional political dialogue networks, mechanisms, actions and processes of fundamental rights;
* Support to concrete actions aiming at a better protection of fundamental rights, such as drafting or revision of the relevant legislation, training of stakeholders such as judges, public agents, journalists, etc.;
* Strengthening public institutions in collaboration with organisations, and appropriation of the objectives of the action for a better protection of fundamental rights, even without direct funding;
* Strengthening institutional capacities in terms of investigation and criminal prosecutions for violations of fundamental rights;
* Political advocacy and lobbying for strengthening and monitoring of the legal framework of the protection of fundamental rights and/or the integration of a long-term perspective in terms of protecting human rights, fundamental rights and in particular the rights of the most vulnerable groups;
* Communication campaigns in favor of human rights, with the participation of important personalities of Paraguayan life in the fields of policy, sport, economy, etc.;
* High-level series of experts talks on fundamental rights, with the participation of high representatives from different backgrouonds, including the public sector;
* Civic education;
* Training and upskilling of opinion leaders on the questions of promoting human rights

* This call for proposals is an open call for proposals

* Initial duration of the project: between 24 and 36 months

* Eligibility

– Be a legal entity; 
– Be a non-profit entity; 
– Be a Civil Society Organization (CSO);
– Applicants must be registered for at least two years at the moment of the submission for organisations established in Paraguay and three years for organisations established in the EU or other eligible countries;
– For lot 1, Paraguayan applicants must act with at least 2 co-applicants that are CSOs established in Paraguay and/or the EU;
– For lot 1, European applicants must act with at least 2 co-applicants that are CSOs established in Paraguay;
– For lot 1, any applicant must act with at least one co-applicant or associate in the following categories: public organisations at the national level (Ministries, etc.), non-profit Higher Education Institutions, relevant communication media at the national level;
– For lot 2, Paraguayan applicants must act with at least 1 co-applicant that is a CSO established in Paraguay and/or the EU;
– For lot 2, European applicants must act with at least 1 co-applicants that is a CSO established in Paraguay;
– The followig entities are only elgible as associates: Operators of the public sector, higher education institutions, media
