Priorities and funded actions:

Objectives
* Strengthen the role of Palestinian civil society (CS) in the promotion and monitoring of human rights
* Reinforce the capacities of Palestinian Human Rights Defenders and CSOs to promote their work/mandate, their fundamental rights of freedom of expression and access to information

Priorities
* Lot 1 – Support to EU Human Rights Priorities:
– Promote respect/protection for fundamental freedoms mainly: Freedoms of Association, Assembly and Movement;
– Promote and protect the rights of the vulnerable group and the principle of non-discrimination in particular children, persons with disability (PwDs) and women (domestic violence, disabilities, equitable integration/participation/representation in decision-making, public, political and economic spheres);
– Promote respect for international human rights and humanitarian law (IHL) and coordinated effective monitoring, reporting and implementation of international treaties, agreements, conventions and optional protocols to which Palestine has acceded

* Lot 2 – Support to Human Rights Defenders/Organizations:
– Reinforce the capacities of Palestinian Human Rights Defenders and CSOs’ initiatives to promote their work/mandate, their fundamental rights of freedom of expression and access to information and fight against all forms of hate speeches and incitement based on intolerance

Among financed actions
* Lot 1:
– Training, education, seminars, workshops and conferences;
– Advocacy and lobbying;
– Legal work;
– Awareness raising activities in particular for rights-holders;
– Empowerment activities;
– Elaboration of publications and of written and visual support material;
– Activities of coordination and outreach;
– Building capacity of CSOs and Community-Based Organisations (CBOs) for engagement with the PA and the human rights treaty system

* Lot 2:
– Support to CSOs’ initiatives including raising public awareness and capacity building for rights holders and media institutions;
– Activities with journalists, judges, prosecutors, media regulatory bodies and others on media and access to information literacy;
– Support to active steps to promote a safe environment for journalists and other media actor;
– Promoting practices that protect freedoms of opinion and expression;
– Capacity building in data protection;
– Digital and off-line/on-line media rights;
– Co-operation with regional-international social media platforms/hubs to foster study tours/working visits for Palestinian and European journalist

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 24 and 48 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be: a CSO (non-governmental organisation, CBO, charitable society organisation, private sector non-profit agency, institution, university and organisation or public sector non-profit agency, and organisation or network at local, national and international level);
– Be established in Palestine for at least 2 years before the launching date of this call for proposals and be officially registered with the competent Palestinian authorities;
– The applicant must act with at least one co-applicant;

– Regarding co-applicant(s) eligibility for Lot 1: participation is open to all countries;
– Regarding co-applicant(s) eligibility for Lot 2: participation is open to the eligible countries/territories/beneficiaries for the ENI;

– Actions must take place in Palestine (West Bank, Gaza Strip and East Jerusalem)
