Priorities and funded actions:

Objectives
*  To support and strengthen civil society organisations, activists and human rights defenders active in critical areas of human rights and democracy;
* To support human rights defenders and civil society organisations in their actions in response to human rights violations and attacks on fundamental freedoms

Priorities
* To strengthen the capacities of defenders and the development of tools to carry out their advocacy activity and to identify, report, protect themselves and respond to risks; 
* To analysis and develop information systems on human rights violations and attacks on defenders in Bolivia; 
* To promote a favourable environment for human rights defenders and the adoption and effective implementation of measures to protect human rights defenders;
* To provide legal advice to human rights defenders in Bolivia;
* To strengthen and monitor networks of human rights defenders

Among financed actions
* Training and workshops for defenders and communities on the issues prioritized (e.i. risk analysis, protection instruments and self-protection measures, individual and collective);
* Specific activities aimed at increasing the dialogue and negotiation capacities of human rights organizations and defenders;
* Construction, dissemination and training on advocacy tools, legal tools, protection tools, risk management tools, early warning mechanisms;
* Elaboration of a database of cases of human rights violations against defenders;
* Counseling and legal defence to organizations and defenders that are potentially subject to legal processes derived from their actions in defence of human rights;
* Conception and implementation of public campaigns to disseminate and inform about the work of human rights defenders and, where appropriate, to raise awareness of risks;
* Technical support for advocacy proposals, including legislative proposals and proposals for the adoption and effective implementation of protection measures;
* Financial support to third parties to support defenders and their organizations in the field in their actions to promote and defend human rights in the prioritized issues;
* Support for the preparation of alternative reports and communications before regional and international human rights mechanisms

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 30 and 42 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be a civil society organization such as: non-profit-making non-governmental organisations, independent political foundations, community organisations, as well as relevant local, national, regional and international networks;
– Private sector non-profit agencies, entities and organisations are not eligible under this Call for Proposals;
– No nationality restriction must be applied to applicants and, where applicable, co-applicants and affiliated entities. However, lead applicants must be legally registered in Bolivia;

– The lead applicant may act individually or with co-applicants;

– Proposals must cover at least three of the five priorities listed in this call;

– Actions must take place in Bolivia
