Priorities and funded actions:

Objectives
* Contribute to the construction of a Colombian society that is more tolerant, peaceful and respectful of the human rights, in particular of the most vulnerable groups in terms of gender, because of their status as victims, ethnic affiliation, work performed and/or territorial location;
* Promote mechanisms for articulation, collaboration and confidence building with the State (at the national and/or local level) in order to favour and improve prevention and a timely response to violence perpetrated against human rights defenders, social and community leaders, and the communities they defend;
* Support defenders and leaders in undertaking, accompanying and/or continuing legal processes, litigation and overcoming traumas in the search for truth, justice, reparation and guarantee of non-repetition;
* Implement collective and concrete strategies and actions for the protection and mitigation of risks for groups subject to or exposed to threats, stigmatisation, human rights violations, that take into account the (sub)regional specificities and organisational forms of action of each territory

Priorities
* Promote rapprochement, social dialogue, conflict management and confidence building among members of Colombian civil society and governmental/institutional bodies in order to apply effective prevention and protection strategies;
* Fight against impunity for human rights violations and abuses at all levels, in particular by strengthening the capacities of civil society and relevant public bodies in relation to their work of monitoring, documentation, investigation, case reporting, advice, legal accompaniment, support for access to and the exercise of justice

Among financed actions
* Provide and/or strengthen the supply of and/or access to medical and psychosocial assistance needed by vulnerable groups or communities;
* Actions and initiatives for non-violent resolution of local conflicts, promoting conflict resolution through a culture of peace and dialogue, identifying examples of the violence culture (the violent response to conflicts) at all levels of society;
* Support for confidence-building processes and alliances between civil society and public bodies (including judges and prosecutors);
* Encouraging local and/or national authorities to act in the face of early warnings;
* Advocacy work for the involvement of competent state agencies in charge of implementing local or national human rights policies and standards in the formulation and/or implementation of public agendas, programmes and plans;
* Strengthen the capacities of vulnerable groups, communities, and movements in order to introduce measures that strengthen the group’s self-protection and its capacity to counter stigmatisation;
* Communication and non-stigmatisation strategies should seek optimal articulation with organisations or entities committed to this issue (government, media, control bodies, platforms, universities, etc.) to achieve greater impact

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a civil society organisation;
– Be established in Colombia or a Member State of the European Union, or a Member State of the European Economic Area;
– Have at least one co-applicant established in Colombia when the principal applicant is established in a Member State of the European Union, or Member State of the European Economic Area

– In the case of Colombian applicants, be legally constituted at least five years prior to the submission of the proposal and have at least three years of experience, of which one year of general experience in project management, and two years of specific experience in Colombia in the technical areas of the proposed action;
– In the case of applicants originating in countries other than Colombia, be registered or incorporated for at least seven years in their country of origin and be registered for at least two years in Colombia with the competent national authorities or agencies prior to the submission of the proposal;
– In the case of applicants from countries other than Colombia, have at least five years of experience, of which three years of general experience in project management, and two years of specific experience in Colombia in the technical areas of the proposed action;

– In the case of a non-Colombian applicant, the application must be submitted with at least one Colombian co-applicant

– Actions must take place in Colombia
