Priorities and funded actions:

Objectives: 
*Support and strengthen civil society organisations by promoting the protection of human rights defenders working in conditions of risk and vulnerability in Honduras;
* Support the strengthening of civil society organisations for the protection of human rights defenders (HRDs) who face systematic and widespread risks and violations of human rights and fundamental freedoms in their work in the defence of human rights, in particular those working in the field of the defence of territory, natural resources and the environment;
* To provide access to comprehensive specialized services to individuals and human rights defenders facing conditions of vulnerability and risk to defenders working in the field of land defence, natural resources and the environment;
*Contribute to the promotion of non-discrimination, the prevention of violence and human rights violations among groups in vulnerable situations, in particular populations that may include indigenous peoples, persons with disabilities, the LBGTI population, high-risk journalists and communicators, migrants and displaced persons

Priorities:
* Initiatives should promote dialogue between civil society organisations, local authorities and the State for conflict prevention, management and implementation of strategies to protect women human rights defenders at the local level;
* Initiatives should include a rights-based approach and include vulnerable populations such as indigenous peoples, persons with disabilities, LBGTI+ population, high-risk journalists and communicators, migrants and forcibly displaced persons;
* Initiatives should present a gender equality approach

Among financed actions
* Promotion of prevention and early warning actions in case of potential conflicts;
* Local actions and initiatives for conflict resolution, promotion of conflict resolution through a culture of peace and dialogue, identification of examples of the culture of violence (the violent response to conflicts)
* Support for dialogue processes and alliances between civil society and public bodies such as local and/or national judicial operators;
* Support for the strengthening of local services for people who are victims of threats and harassment;
* Provision and/or strengthening of the provision of and access to medical and psychological assistance services for individuals, groups or communities in situations of vulnerability and/or risk;
* Design or strengthening of legal support services, strategic litigation, for human rights defenders;
* Advocacy for the participation of relevant government agencies responsible for implementing local or national human rights policies and standards in the formulation and/or implementation of public programmes, programmes and plans;
* Innovative actions to promote non-discrimination, non-violence and abuse against vulnerable groups, in particular human rights defenders, indigenous peoples, persons with disabilities, the LBGTI population, high-risk journalists and communicators, migrants and forcibly displaced persons

Additionnal information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 24 and 36 months

* Eligibility:
– Be a legal person;
– Be non-profit;
– Be a civil society organization;
– Be directly responsible, with their co-applicants and other affiliated entities, for the preparation and management of the action and not simply act as an intermediary;
– In the case of applicant organizations in Honduras, they must have been legally constituted for 4 years at the date of submission of the application;
– Organisations from a country other than Honduras must have been legally constituted as such for at least five years at the date of submission of the application;
– Each Principal Applicant must have two co-applicants, at least one of whom must be Honduran

* Actions must take place in the Republic of Honduras
