EIDHR – Strengthening the role of civil society in the protection of human rights and the improvement of democratic governance – Republic of Congo – 2020
Funds for: strengthening the protection of human rights and promoting the good governance and democracy by Congolese CSOs, as well as supporting the creation of an environment encouraging citizen participation

Priorities and funded actions:

* To support human rights and human rights defenders in situations where they are most at risk;
* To support the Union’s other priorities in the field of human rights;
* To support democracy;
* To conduct election observation missions;
* To support key human rights actors and processes, including international and regional human rights instruments and mechanisms

* Lot 1: promoting and protecting the rights of vulnerable individuals and groups and minorities
– To promote equality between women and men, to defend women’s rights and to combat all forms of discrimination and violence against women;
– To contribute to the respect of children’s rights as set out in the United Nations Convention on the Rights of the Child and its Optional Protocols ;
– To promote and protect the rights of indigenous peoples;
– To promote the equal treatment and integration of persons living with disabilities in social, economic and political life;
– To target the improvement of prison conditions and the social reintegration of prisoners;
– To promote and protect the rights of LGBTI people; Promote and protect the rights of LGBTI people

* Lot 2: contributing to the respect of fundamental freedoms and human dignity
– To fight against torture and cruel, inhuman and degrading treatment, to combat the culture of impunity and/or to provide assistance (legal, psychological, etc.) to the victims;
– To contribute to the respect of freedom of expression (offline and online), to the strengthening of free access to information, and to efforts for the professionalization of the media;
– To promote and protect freedom of thought and freedom of assembly and association;
– To strengthen the capacities of Human Rights Defenders, Environmental Defenders and their organizations

* Lot 3: improving democratic governance, accountability and transparency
– To target the support for participatory and representative democracy, civic and citizenship education and the promotion of democratic values and peace;
– To strengthen democratic governance through domestic election observation, informing citizens about the electoral process, as well as building the capacity of CSOs in these areas;
– To aim at the fight against corruption and impunity, as well as citizen analysis and monitoring of public policies;
– To contribute to the promotion of the active participation of young people in public debate

Among financed actions
– Systematic monitoring, data collection and analysis to improve advocacy;
– Awareness and dissemination campaigns;
– Monitoring and investigation of human rights violations, including field fact-finding missions and dissemination of their findings;
– Provision of medical and psychological assistance, legal aid and any other form of support to victims of human rights violations;
– Advocacy and lobbying on Human Rights, international legal standards, strengthening accountability and combating the culture of impunity;
– Activities for the institutionalisation of mechanisms for dialogue and consultation between civil society and national or local public institutions, as well as with donors;
– Joint activities with public institutions and parliamentary bodies;
– Supervision, coaching, support for the implementation of project(s) at the local level;
– Capacity-building activities for the mobilization of under-represented and/or marginalized groups;
– Skills transfer and training development activities, provided that they are in line with the specific objectives of the call for proposals;
– Activities for the analysis of governance mechanisms, including local governance, and public policies

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 30 and 48 months

* Eligibility:
– Being a legal person;
– Have no profit motive;
– Belong to the category of civil society organizations;
– Be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity or entities, and not act as an intermediary;
– The lead applicant whose place of establishment is not the Republic of Congo must act with at least one co-applicant established in the Republic of Congo

* Actions must be implemented in the Republic of Congo
