Priorities and funded actions:

Objectives
* To contribute to the promotion and respect of children’s rights in Chad;
* To improve the quality of services and capacity building of CSOs in terms of care, psychosocial, socio-economic and educational reintegration and monitoring of street children, working children (including child herders), and in general all child victims of violence and sexual abuse, including through the establishment and strengthening of child protection systems;
* To support activities of:
– Strengthening the knowledge and capacity building of CSOs on the protection and rights of children;
– CSOs’ advocacy (including compliance with national and international texts, standards and commitments for children and monitoring their implementation), awareness-raising and communication;
– CSO-led prevention of child rights violations against authorities, families, communities and children themselves

Priorities
* To allow the direct care of street children, or children in situations of vagrancy, exploited children who are victims of violence and sexual abuse, working children (especially in mining areas and exposed to hazardous tasks) and the prevention of violence against children and forced child labour;
* To reinforce the knowledge of professionals and workers on the complexity of the responses to be provided to child victims, on the necessary multidisciplinary approach to be proposed (medical, psychological, social, etc.) and will thus improve the quality of care;
* Taking into account an integrated approach (prevention, protection, integration/rehabilitation) and taking into account the specific needs of vulnerable categories of children;
* Create synergies between the concerned actors: CSOs, State social and regalian services (police, gendarmerie, justice, etc.), parliamentarians, local elected officials, religious leaders/customers, neighbourhood leaders, socio-cultural associations, academics, etc.

Among financed actions
* Support for technical and organisational capacity building of CSOs in the care and social/community reintegration of children;
* Support for the Chadian academic curriculum for the training of social workers in the care and social/community reintegration of children;
* Support for the establishment, rehabilitation and development of listening centres and reception centres for children;
* Support for the long-term reintegration of children (psychological counselling, literacy, formal education, vocational training, income-generating activities), in particular through community-based support;
* Search and restoration of the family bond, reintegration into the family/community or search for alternative placement taking into account the best interests of the child;
* Support for productive activities for vulnerable families to prevent separation and facilitate reintegration;
* Improving CSO knowledge and skills in prevention, monitoring and alerting for the care of child victims of violence;
* Legal and medical assistance to victims/families of victims at different stages of the care process;
* Support for the implementation of a local monitoring system (neighbourhood leaders, religious leaders/customers), community relays;
* Multi-actor partnership framework for the shelter and emergency care of children in distress, including community relays, public authorities and CSOs

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action:between 24 and 36 months

* Eligibility:
– Be a legal person;
– Be non-profit and be a CSO (civil society organization) or part of a network of CSOs;
– Be established in Chad, a Member State of the European Union or any other country

– The lead applicant may act either individually or with one or more co-applicants;
– If the lead partner is not from Chad, at least one of the co-applicants must be a local CSO

– Actions must take place in Chad, and may cover several regions
