Funds for: Strengthening the role of civil society in promoting Human Rights and enhance its capacities through networking and innovation

Priorities and funded actions:

* To enable Civil Society Organisations (CSOs) to engage as actors of governance and development at country level
* Strengthen the role of Ukrainian civil society in promoting Human Rights and fundamental freedoms;
* Enhance the capacity of civil society and local authorities through networking and innovation:

* Lot 1:
– To promote and strengthen civil society support to the fight against ill-treatment, torture and impunity, by working to prevent cruel, inhuman and degrading treatment;
– To promote equality and combat all forms of discrimination, including related to gender, sexual orientation, persons belonging to minorities and vulnerable groups;
– To protect and strengthen the status of human rights defenders; contribute to the sustainability of their activities; raise awareness about their work and role in the promotion of democracy and protection of human rights;
– To contribute to improving the situation relative to the quality of policy and regulatory framework aimed to uphold the rule of law, equality before the law and access to justice, right to a fair trial, upholding housing, land and property rights across the country;
– To support freedom of belief, opinion and expression and the right to information, including also on new online media, and countering hate speech
* Lot 2:
– To develop CSOs regional thematic networks through specific sectoral initiatives;
– To support the introduction and expansion of innovative methodologies, techniques and practices of public outreach and engagement, including cultural actions and ICT;
– To support joint and mutually re-enforcing initiatives of local authorities and CSOs for local development

Among financed actions
* Service-delivery practices with the provision of recommendations and follow-up of their implementation, analysis of corruption risks in public institutions/services and follow up on their elimination actions;
* Coalition-building and support to strengthening networks of civil society actors that may facilitate coordination and advocacy;  
* Activities to further strengthen existing civil society platforms, networks and coalitions;  
* Organisation of discussion fora to improve dialogue and networking between civil society organisations, media and decision-makers on the issues and priorities of this call for proposals;  
* Awareness raising to encourage public discussion and dialogue between local authorities, citizens and civil society;  
* Lobbying/advocacy activities directed towards decision-makers and authorities for strategic and inclusive allocation of resources and effectiveness of public expenditures;  
* Support to artistic actions, performances, festivals, hackathons, public lectures etc…;
* Actions related to e-democracy practices;
* Developing and piloting innovative ways for the reorganisation of service delivery;
* Social media campaigns, the creation of mobile applications to reach target audience or provide innovative solutions to local challenges elaboration of online courses, virtual manuals, other educational tools for awareness-raising and advocacy;
* Prevention and monitoring of torture and/or ill-treatment in closed institutions;
* Use of social enterprises to pilot innovative solutions with a clear societal impact;
* Exchange of experience, consultation and mentoring by LAs or CSOs and experts from countries that experienced similar challenges

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes must be submitted for evaluation

* Initial duration of the project: between 18 and 36 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be: a NGO, a charity foundation;
– Be established in a Member State of the European Union or contracting parties to the Agreement on the European Economic Area or in an ENI partner country;
– The following entities are only eligible as co-applicants: local authorities, public operators;
– Actions must take place in Ukraine;
– If the applicant is not from Ukraine, at least one of the co-applicants must be from Ukraine;
– A consortium composed of maximum 3 co-applicants can be established
