Objective
* Improve the socio-economic situation and reduce the isolation of the Bolama-Bijagós Region, by promoting Human rights and strengthening the role of civil society organisations (CSOs) in the region as development and governance actors

Priorities
* Increase the engagement and participation of CSOs in the Bolama-Bijagos Region in local socio-economic development, in particular with regard to access to basic social services and opportunities for production and income generation;
* Improve the protection and recognition of human rights in the Bolama-Bijagós Region, in particular by promoting economic and social rights through access to basic social services

Among financed actions
* Lot 1:
– Creation of functional transport services, or organisation of existing transport services: establishment of operating rules, timetables, routes, weather forecasting capacity, etc… to facilitate the mobility of persons and the flow of goods;
– Regulation, monitoring and/or implementation of improvements in transport safety standards, in association with national authorities (local and central);
– Promotion of forms of organisation of transport service providers, under associative models to promote the social economy or others;
– Support for socio-economic initiatives aimed at generating income and creating employment through the development of value chains;
– Support for capacity building for local product conservation and processing;
– Deepening knowledge of the dynamics of island and continental markets in order to facilitate a competitive positioning of products from the archipelago;
– Facilitating the marketing of local products by linking them to local, regional and national markets;
– Rehabilitation, construction and management of access points to drinking water (fountains, wells, boreholes…) and distribution (fountains);
– Improvement of hygiene and sanitation conditions, including rehabilitation and construction of latrines, as well as awareness of improved hygiene habits;
– Rehabilitation and equipping of local health centres;
– Improvement of the drug distribution network;
– Establishment of mobile services (e.g., small field hospitals that can provide services provided by specialist doctors, establishment of a group of teacher-resources with support functions for local teachers…);
– Rehabilitation and equipping of local schools and training centres;
– Financial support (scholarships) to cover the cost of students’ travel to education and training establishments, attendance at classes/courses, accommodation, food…
– Facilitate the establishment of qualified human resources (such as doctors, nurses, teachers) in the Region through the improvement of their living conditions (rehabilitation/construction of accommodation, provision of communications services, leisure…)
* Lot 2:

Additional information
*This call for proposals is an open call for proposals 

* Initial duration of the action: between 36 and 60 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a civil society organisation (CSO) or CSO network/association, established at the time of publication of the call, in accordance with the legislation in force in Guinea-Bissau or in the eligible countries;
– For Lot 1 (CSOs): The CSOs must be established 
> in Guinea-Bissau;
> in a Member State of the European Union, beneficiaries listed in Annex I to Regulation (EU) No 231/2014, and contracting parties to the Agreement on the European Economic Area;
> in a country eligible for the European Neighbourhood Instrument, including the Russian Federation;
– For Lot 2 (EIDHR): be established in any country, without prejudice to the limitations inherent in the nature and objectives of the action

– Actions must take place in the administrative region of Bolama-Bijagós (Guinea-Bissau) and benefit the people of that region
