Priorities and funded actions:

Objectives
* To support and strengthen civil society organisations working on critical human rights and democracy issues in Pakistan;
* To support EU’s human rights priorities and to promote Human Rights and fundamental freedoms in Pakistan

Priorities
* Lot 1: Promote the freedom of expression (online and offline) and access to information:
– Strengthened normative and policy frameworks for freedom of expression, media freedom,  access to information and protection of journalists;
– Improved capacity of media institutions;  
– Strengthened capacity and enhanced awareness on freedom of expression, press freedom and access to information for right holders and duty bearers;
– Increased safety of journalists through enhanced awareness of journalists’ safety (online and offline)

* Lot 2: Promote women’s rights and participation in public life in Sindh and Baluchistan:
– Increased understanding of women’s rights and hindrances to women’s empowerment and participation in public life in Sindh and Baluchistan and ways forward; 
– Enhanced awareness of women’s rights and ways to realize them while ensuring inclusiveness;
– Promoting inclusive and strategic partnerships, networking and cooperation between different stakeholders, organisations and representatives at local and national levels, and identifying, sharing and amplifying best practices

Among financed actions
* Lot 1:
– Review of policies and legal framework for media, including for online content, studies and analysis of undue restrictions on media’s output in line with international standards for freedom of expression;
– Advocacy for the establishment of a genuinely independent regulator, with clearly defined powers and a decision-making capability that provides for transparency, accountability and efficiency and advocacy for the established legal and regulatory safeguards for the public service broadcaster’s editorial independence and financial autonomy; 
– Awareness raising on the rights and obligations deriving from freedom of expression, capacity development of media organizations, press clubs and capacity building and training of journalists in a holistic way that enables them to better understand and perform their profession, training of government as well as monitoring bodies;
– Activities to strengthen self-protection and psycho-social well-being, referral and follow up mechanisms, free legal aid and strategic litigations, monitoring, reporting

* Lot 2:
– Gender profile, research, mapping of support and assistance facilities to ensure women’s full empowerment and participation in public life and explore linkages to existent referral systems and local governance structures;
– Awareness raising and/or capacity building of right holders and duty bearers at the provincial level, such as (women’s) rights activists, local (women’s) organisations, other civil society groups, women counsellors in local government structures, women caucus, media and/or religious leaders. Innovative methodologies and the use of art and culture are encouraged;
– Networking and sharing best practices

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 24 and 48 months

* Eligibility
– Be a legal person; 
– Be non-profit-making;
– Be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation;
– Be established in  a Member State of the European Union or in any other country;

– The lead applicant may act individually or with co-applicant(s);

– Actions must take place in Pakistan, LOT 2 shall have focus on Sindh and Baluchistan
