Priorities and funded actions:

Objectives 
* Objective 1: To support Human Rights Defenders (HRDs) when they are most at risk
– Objective 1.1: Professionalisation of the protection mechanism; 
– Objective 1.2: Establishment of a basket fund to support coordinated action on the protection of HRDs in Afghanistan;
– Objective 1.3: Gradual development of real support measures both before and after the threat against the life of an HRD occurs

Priorities 
* Objective 1.1: 
– To build up capacity for processing cases through the establishment of a case management system;
– To provide the HRD Committee with adequate support through the establishment of a secretariat;
– To Streamline the decentralised structures of the protection mechanism, for example, through the establishment of provincial HRD networks;
– To develop and record procedures for safe communication as well as the processing of cases at provincial and central level;
* Objective 1.2: 
– To ensure the basket fund is actively used as a coordination mechanism by all the stakeholders involved in the protection of HRDs in Afghanistan and to pool funds for actions on the protection of HRDs in Afghanistan; 
– To establish clear procedures for disbursement of funds and adequate financial control mechanisms to ensure financial sustainability;
* Objective 1.3: 
– To prioritize actions that can be developed and implemented within a short time frame; 
– To develop concepts and detailed budgeting for measures that are beyond the financial means of this call, but could be taken up under upcoming initiatives or with the basket fund under specific objective 1.2

Among financed actions
* Objective 1.1:
– To develop a national strategy on the protection of HRDs including all relevant stakeholders in the process and to ensure that relevant stakeholders see themselves as partners of the action;
– To establish a case management unit sufficiently staffed to collect relevant information for cases of threats against HRDs and to develop in-depth procedures to speed up the delivery of the support;
– To establish a secretariat for the HRD Committee to adequately support the day-to-day running of this entity;
* Objective 1.2: 
– To develop a two-steps membership concept for the basket fund;
– To develop and implement an outreach strategy for the basket fund both to HRD organizations and relevant actors internationally;
– To design and implement a fundraising strategy for the basket fund
* Objective 1.3:
– To develop situational awareness and security trainings;
– To offer training on secure communication and information technology;
– To offer trainings on organizational security strategies and plans as well as risk management systems in order to raise the awareness among organisations about their duty of care
