Priorities and funded actions:

Objectives
* Promote capacity development of local civil society in Belarus in promoting transparent and participatory governance, democratic reforms and human rights, and in ensuring inclusive socio-economic development;
* Lot 1: promotion of citizen participation in general and building of the capacity of women, youth or other underrepresented groups, in particular, to take part in decision-making processes;
* Lot 2: promotion of realisation of Fundamental Rights in Belarus and building of capacity of Human Rights Defenders

Priorities
* Lot 1:
– Promoting social justice in line with Sustainable Development Goals;

– Empowering civil society in general and underrepresented or particularly affected target groups, in particular, to take part in decision-making processes
 

* Lot 2:
– Promotion of those provisions of the National Human Rights Action Plan that are in line with the EU Human Rights Guidelines and Universal Periodic Review recommendations;
– Support to pro-democracy actors with a view to enhancing participatory and representative democracy, transparency and accountability;
– Support to human rights defenders (HRDs) in situations where they are most at risk. The elements of the support can be, for example: assistance to HRD groups and organisations facing restrictions and obstacles to operate; strategies, actions and follow-up relevant to human rights defenders facing continuous risks and threats, such as shrinking working environment 

Among financed actions
* Lot 1:
– Advocacy campaigns to promote Sustainable Development Goals; 
– Policy advice, advocacy and ongoing oversight for the improvement of the administrative/institutional/legal framework in Belarus; 
– Activities to mobilise and empower vulnerable groups; 
– Monitoring the implementation of government strategies and their action plans and indicators (for example: activities related to urban activism, and environment and climate change);
– Capacity building of civil society organizations, media and other stakeholders to contribute to the  implementation of Sustainable Development Goals;

 

* Lot 2:
– Creation and implementation of tools to monitor the implementation and results of the National Human Rights Action Plan;
– Organisation of discussion forums to improve dialogue and networking between civil society organisations, media and decision-makers on the priorities of this call for proposals;
– Capacity building for the benefit of stronger self-governance bodies of civil society in the field of human rights (i.e. platforms, networks and coalitions);
– Mobilisation and empowerment of vulnerable groups to contribute to the democratic processes;
– Cybersecurity training;
– Financial support to human rights defenders in need, including emergency, psychological assistance and legal counselling for those suffering human rights violation

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action:
– For lot 1: between 18 and 48 months;
– For lot 2: between 18 and 36 months

* Eligibility
– Be a legal person or an entity without legal personality;

– Be non-profit making;
– For lot 1, the applicant must be established in Belarus, in an EU Member State or an EEA Member State, or in an “ENI East” beneficiary country;

– For lot 1, be: a Civil Society Organisation or an association of CSOs;
– For lot 2, be: a CSO, including non-governmental non-profit organisation, or independent political foundation, community based organisation, and private sector non-profit agency, institution or organisation, or network thereof at local, national, regional or international level; or a public sector non-profit agency, institution or organisation or network at local, national, regional, or international level; or a national, regional or international parliamentary body;

 
– The applicant must act with at least two co-applicants;
 

– The following entities are only eligible as co-applicants: Local authorities or National Associations of Local Authorities (ALA)

– The action must take place in Belarus or directly benefit Belarusian society
