Priorities and funded actions:

Objectives
* To strengthen the role of civil society organisations in the implementation of the public administration reform in Georgia through streamlining their role in the monitoring and implementation of the Public Administration Reform (PAR) Roadmap 2020, at national and local levels;
* To foster advocacy, policy dialogue and innovative approaches by CSOs, as well as enhance networking and monitoring by CSOs of the implementation of strategies and actions plans at central and local levels

Priorities
* Lot 1: strengthening role of civil society in the implementation, monitoring, revision of the Public Administration Reform Roadmap countrywide, with special attention to policy development, accountability, public finance management and service delivery-related policies;
* Lot 2:
– Development of partnerships between local CSOs and local authorities; 
– Strengthening of networking and cooperation between local level CSOs to help implement the reforms of the public administration in particular in non-financial performance monitoring and monitoring quality of service delivery, in Kakheti region
* Lot 3:
– Development of partnerships between local CSOs and local authorities; 
– Strengthening of networking and cooperation between local level CSOs to help implement the reforms of the public administration in particular in non-financial performance monitoring and monitoring quality of service delivery; in at least two of the following regions: Guria, Imereti, Racha-Lechkhumi

Among financed actions
* Studies, research, opinion surveys and analytical papers related to the implementation, monitoring and revision of the PAR Roadmap;
* Production and dissemination of reports, manuals, compilations on best practices;
* Public presentations, policy dialogue and discussion platforms;
* Awareness raising events, advocacy campaigns, public communication activities (TV and radio programmes, websites), publications;
* Capacity building activities in areas relevant to the PAR Roadmap including accountability, participative decision-making processes, public finance management, public services at the local level;
* Joint activities with public institutions;
* Advocacy, including vis-à-vis legislative organs;
* Opinion surveys and analytical papers;
* Monitoring and watchdog activities

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 18 and 24 months

* Eligibility
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as non-governmental organisation;
– Be established in Georgia;

– For Lot 1: the lead applicant may act individually or with co-applicant;
– For Lot 2 and 3: the lead applicant may act with at least one co-applicant. If the lead applicant is established in Tbilisi, the involvement in the action if at least one co-applicant established and functioning in other regions of Georgia is obligatory;

– Actions must take place in Georgia;
– For Lot 2: actions must take place in the following region of Georgia: Kakheti;
– For Lot 3: actions must take place in at least two of the following regions of Georgia: Racha-Lechkhumi, Guria, Imereti
