Objectives
* Strengthen the capacities of the State Border Committee of the Republic of Belarus to implement the national IBM Concept (adopted in March 2019) and the related Action Plan

Priorities
* Strengthen the capacities of the State Border Committee of Belarus and other national authorities involved in IBM-related issues;
* Facilitate the implementation of the foreseen activities in the national IBM Concept and its forthcoming Action Plan to facilitate legitimate traffic of people and goods across Belarus’ borders, while at the same time preventing any form of transnational threats and fighting effectively any forms of cross-border crime and irregular migration

Among financed actions
* Component 1: State Border Committee’s regulatory framework reviewed in line with EU standards and best practices
> Review and assess the national IBM Concept for its compliance with the applicable EU standards;
> Review, amend and approve SBC’s regulatory framework in line with EU standards and best practices;
> Assess inter-ministerial and inter-departmental cooperation and workflow procedures;
> Provide and implement legal expertise for the development of a regulatory framework in line with the EU standards and IBM guidelines 

* Component 2: Effective Integrated Border Management operational in line with EU IBM model
> Develop, approve and implement an Action Plan for the national IBM Concept;
> Develop and adopt SOP’s to strengthen SBC’s capacities in the area of intra-agency cooperation strengthened at central, regional and local level;
> Enhance inter-agency cooperation, both at national and cross-border level;
> Establish of platforms for international cooperation (i.e., INTERPOL, Frontex, others);
> Strengthen SBC’s capacities in border control at BCPs and border surveillance in line with EU standards and EU IBM guideline;
> Analyse modern risk in line with EU standards and the Common Integrated Risk Analysis Model 

* Component 3: State Border Committee’s education and training system further developed in line with EU IBM standards and best practises
> Adopt new teaching methodologies and implement in the curriculum of the Border Service Institute of Belarus in accordance with EU best practices and IBM guidelines;
> Develop platforms for international cooperation and knowledge sharing between Belarus’ and EU MS’ IBM training institutions for border police/border guards; 
> Support the Border Service Institute of Belarus and its training centres in the adoption of EU criteria for the education (training) of border guards in line with EU standards

Component 4: Harmonized IT and communication development plans
> Assess gaps and needs of the SBC’s IT infrastructure conducted;
> Develop and approve a forward plan for a gradual updating of SBC’s IT and communication infrastructure;
> Update IT matrix (architectural framework) developed in line with EU standards and approved;
> Enhance awareness of SBC’s IT-experts in relation to cyber security

Component 5: Development of technical infrastructure
> Assess, develop and implement gaps and needs on the current technical border management infrastructure;
> Update, develop and implement technical border management infrastructure matrix (architectural framework) in line with EU standards

Component 6: Improved anti-corruption activities
> Assess activities related to SBC’s anti-corruption legal and administrative framework;
> Develop and approve SBC’s anti-corruption strategy and action; 
> Develop and approve training programme of anti-corruption measures in line with the EU standards and best practices
