The specific objective of this Call for Proposals is to engage the education and research institutions, think tanks and similar entities in the overall implementation of the other components of ENPARD, in the development of the sector strategy and in the modernization of Georgian agriculture, food and rural development sectors.

Priorities and funded actions:

Objectives
– Strengthening co-operation amongst small farmers
– Helping access to capacity building by small farmers
– Improving efficiency of institutions involved in agriculture
– Contributing to the increase of food production in Georgia and a reduction in rural poverty
– Engaging the education and research institutions, think tanks and similar entities in the overall implementation of the other components of ENPARD, in the development of the sector strategy and in the modernization of Georgian agriculture, food and rural development sectors
– Supporting the implementation of the Georgian agriculture sector strategy, specially on these aspects where the EU-funded programme ENPARD is pro-actively engaging small farmers’ cooperatives, provision of extension services, and  capacity building to the agriculture-related institutions
– Assisting Georgia in developing and implementing strategies and support measures, based on the models applied in the European Union, as foreseen in the EU/Georgia Association Agreement
– Supporting Georgia in the upgrading of its food safety standards, as foreseen in the EU/Georgia Association Agreement and in the DCFTA

Themes
– Agriculture: To support the implementation of the Georgian agriculture sector strategy, specially on these aspects where the EU-funded programme ENPARD is pro-actively engage,  i.e. (1) small farmers’ cooperatives, (2) provision of extension services, and (3) capacity building to the agriculture-related institutions.
– Rural development: To assist Georgia in developing and implementing strategies and support measures, based on the models applied in the European Union, as foreseen in the EU/Georgia Association Agreement
– Food sector: To support Georgia in the upgrading of its food safety standards, as foreseen in the EU/Georgia Association Agreement and in the DCFTA.

Among financed actions
– Assisting in generating reliable information about actual conditions in the agricultural, food and rural development sectors and regarding the current policy responses to these conditions and their effects and impacts
– Exploring policy options to alleviate identified constraints and to encourage the different stakeholders (authorities, private sector, cooperatives, farmers associations, etc.) to take advantage of identified opportunities in the agriculture, food-processing and rural development sectors
– Stimulating public-private stakeholder’s dialogue based on the information and policy options generated
– Providing capacity building in policy analysis and planning on agriculture, food and rural development topics and enabling the formulation of integrated, coherent and effective strategies and policies
– Providing technical assistance and capacity building in support to education and research institutions, think tanks and/or research centres in the fields of agriculture and rural development and food sectors
– Improving the skills and education of the stakeholders engage in the agriculture, food and rural sector including authorities, extension providers, professionals, farmers, processors, agriculture ministry staff, etc. particularly on topics related to agriculture and rural policy, agriculture economics and agriculture and food business management
