This call for proposals has first been launched in july 2014 but was aborted.

This call for proposals aims at improving transport safety and strengthening the structures and activities related to the transport of dangerous goods by road, on the basis of international regulatory framework” ADR”

Priorities and funded actions:

* Component 1: Drafting implementing provisions and transposition of ADR and EU acquis in the field of carriage of dangerous goods by road into national legislation.

Among financed actions
– Diagnosis of the current legal and institutional situation in the sub-sector of carriage of dangerous goods by road
– Implementation of a legal approximation programme in the field of carriage of dangerous goods by road
– Drafting of a compendium of laws, executive decrees and regulations relating to carriage of dangerous goods by road;

* Component 2 : Support to the implementing system of provisions of the Law 30-05 (namely relating to vehicle approval and control, homologation, marking, packaging and tanker control, mandatory training for truck drivers and safety advisers…)

Among financed actions
– Drafting procedures and specifications concerning vehicles, tankers and packaging, in compliance with Law 30-05
– Functional « sample audits » to accredited bodies
– Workshops on control of model vehicles designed for the carriage of dangerous goods
– Drafting procedures on certification of institutions for mandatory training of drivers and safety advisers

* Composant 3 : Identification and setting up of necessary measures for strengthening capacities of public and private stakeholders involved in ADR (including: safety advisers, drivers, road hauliers, loaders, bodies in charge of road control) and for institutional upgrading

Among financed actions
– Drafting of a methodological and technical manual designed for the practical implementation of ADR provisions
– Drafting of a general training plan for implementation of ADR and Law 30-05
– Conducting training sessions for implementation of ADR and Law 30-05
– Organisation of study visits

* Component 4 :  Institutional and managerial strengthening of the body in charge of implementing and enforcing ADR provisions

Among financed actions
– Organisational audit of the body in charge of monitoring implementation of ADR and Law 30-05
– Support to setting up a monitoring system compliant with European best practices.
