Priorities and funded actions:

Objective
* Encouraging public, scientific, private and civil society organisations to cooperate with a view to improving the economic, environmental, territorial and social development of Europe’s regions;
* Reduce disparities in the economic, environmental and social performance of NWE’s regions and, therefore, to raise the overall level of performance across the whole NWE area

Priorities
* Priority 1 – Innovation:
– Specific Objective 1: Enhance innovation performance of enterprises throughout NWE regions
* Priority 3 – Resource and materials efficiency:
– Specific Objective 5: Optimise (re)use of material and natural resources in NWE

Among financed actions
* Projects which will make a strong contribution to reducing territorial disparities, reaching out to peripheral and weaker regions, and which aim at “closing a gap” between leaders and followers within a relevant field. This implicates projects with strong territorial justification (why a particular region was selected, why cooperation is essential);
* Projects with a strong representation of public authorities, SMEs/private companies, and NGOs within their partnerships. The NWE programme will not fund projects which are too research oriented;
Projects which have a substantial demonstration and roll out phase;
* Projects which can have complementarities or synergies with previously approved projects, in terms of scope or approach taken;
* Projects which focus on a niche within a theme, where the approach chosen and the need for the transnational project is clearly identified and justified

* This call for proposals is an open call for proposals

* Initial duration of the project: The duration can vary depending on the work plan, the complexity of investments, etc. However, the duration should be as short as possible to ensure that results are achieved quickly and that the project is efficient and effective. The duration of a project should therefore be proportionate to the action plan and to the result envisaged.

* Eligibility
– Be a legal person; 
– Be a public or private organisation;
– Be: a local, regional or national authority; a university or an R&D agency; a non-profit organisation as well as its private partners (including profit-making partners such as SMEs);
– A consortium composed of at least 3 different partners from 3 different countries, including two countries from within the NWE area must be established;
– For specific objective 1: partnerships must involve a mix of innovation stakeholders (e.g. enterprises, researchers, education institutions, training organisations, policy-makers, and private investors).
– For specific objective 5: Partnerships must involve a mix of innovation stakeholders, active in resource efficiency, waste management, industrial production or any other water and/or land intensive sectors.
