This call for proposals aims to develop efficency energy.

Priorities and funded actions:

This call for proposals is divided in 10 topics

* Topic 1 Increasing energy performance of existing buildings through process and organisation innovations and creating a market for deep renovation
Objectives: To develop a marketplace for deep renovation

Among financed actions:
– Removing market barriers
– To drive structural improvement in market conditions
– Support for the implementation of the recast Energy Performance of Buildings Directive in Member States

* Topic 2 Enhancing the capacity of public authorities to plan and implement sustainable energy policies and measures
Objectives: To enable network users to produce renewable energies and implement energy efficiency measures

Among financed actions: 
– To assess different cross-sector sustainable energy options
– Raising the capacity of Member States to fulfil their obligation under the new Energy Efficiency Directive
– Defining and implementing standard energy saving packages for households, public sector and industry in particular under Article 7 of the Energy Efficiency Directive

* Topic 3 Empowering stakeholders to assist public authorities in the definition and implementation of sustainable energy policies and measures
Objectives: To enhance the full involvement of private stakeholders and the civil society

Among financed actions: 
– To target specific actors among a wide spectrum of stakeholders
– To provide large-scale capacity building or engagement activities

* Topic 4 Consumer engagement for sustainable energy
Objectives: To lead to improvements in the effectiveness of consumer-driven initiatives

Among financed actions: 
– Changing the behaviour of consumers in their everyday life
– Educational activities or tools (such as comparative ones) may be necessary

* Topic 5 Removing market barriers to the uptake of efficient heating and cooling solutions
Objectives: To remove non-technological barriers to exploit the full potential of efficient heating and cooling solutions

Among financed actions: 
– Measures to accelerate the replacement
– Inspection of heating and cooling systems
– Energy supply systems

* Topic 6 Ensuring effective implementation of EU product efficiency legislation
Objectives:  Focus on building up the monitoring, verification and enforcement of the EU’s energy-related products policy

Among financed actions: 
– Surveillance activities
– An increase of confidence among purchasers, manufacturers and retailers

* Topic 7 Organisational innovation to increase energy efficiency in industry
Objectives: Removing market barriers

Among financed actions:
– The uptake of cross-cutting innovative technologies 
– Total-site energy management schemes
– Energy management in SMEs and industry
– Human and organizational challenges

* Topic 8 Driving energy innovation through large buyer groups
Objectives: Foster innovation by specifying energy performance levels that are higher than the best levels available on the market

– To encourage manufacturers to participate and to make their results more visible 

* Topic 9 Improving the financeability and attractiveness of sustainable energy investments
Objectives: Foster dialogue with and between financial market actors

– To development of new business models and financial products
– To ensuring synergies of public and private finance

* Topic 10 Development and market roll-out of innovative energy services and financial schemes for sustainable energy
Objectives: To fight the market deficiencies by setting a stable regulatory environment and by engaging in dialogue with the key stakeholders to improve the legal and financial framework and to put in place innovative financing schemes
