Priorities and funded actions:

Objectives
* Support improved access to and competitiveness on the national and international markets for Kosovo’s agri-rural goods and services;
* Support Kosovo’s farmers and agri-rural economic operators to build the capacities that they need in order to become more present and competitive on the market

Priorities
* General priority issues:
– Climate change:
> Cut in greenhouse gas emissions;
> Production of energy from renewables;
> Improvement in energy efficiency
– Gender equality:
> Ensuring girls’ and women’s physical and psychological integrity;
> Promoting the economic and social rights/empowerment of girls and women;
> Strengthening girls’ and women’s voice and participation

* Specific priority issues:
– Lot 1: Investment in physical assets of agricultural holdings:
> Horizontal cooperation and organization of agricultural producers;
> Improvement of farms’ productivity and quality of production;
> Implementation of hygiene and food safety requirements aligned to the national legislation;
> Effective integration of the farmers in the value chain;
> Improvement of efficiency in using natural resources;
> Achievement of environmental and animal welfare standards aligned to the national legislation;
> Promotion of innovative techniques and technologies, as well as of the best agricultural practices
– Lot 2: Investments in physical assets concerning processing and marketing of agricultural and fishery products:
> Implementation of hygiene and food safety standards aligned to the  national legislation ;
> Product diversification (production of new food products);
> Substitution of processed agri-food products currently imported (import substitution);
> Production of goods that are exported (increase in exports);
> Vertical integration of farmers;
> Improved environment protection and resource efficiency through investments in solid waste treatment, wastewater treatment and efficient use of production refuse/food waste/residues;
> Promotion of innovative techniques and technologies, as well as of good practices
– Lot 3: Development of rural areas – farm diversification and business development
> Creation of new economic activities and delivery of new services for the rural community;
> Cooperation of various stakeholders in view of effective socio-economic development of the rural areas;
> Diversification of the rural activities;
> Development of mountainous rural areas;
> Integration of the agri-rural operators in the value chain;
> Economic and social integration opportunities for youth;
> Improved environment protection and efficient use of natural resources;
> Promotion of innovative techniques and technologies, as well as of good practices

Among financed actions
* Lot 1:
– General investments:
> Investments in agricultural holding to meet relevant requirements;
> Construction and reconstruction of operation buildings;
> Storage facilities, production facilities and container washing facilities
– Livestock investments:
> Fodder storage and preparation equipment;
> Feeding equipment;
> Storage and treatment of manure, slurry reservoirs, and specialized transportation equipment

* Lot 2: 
– General investments:
> Investments in food processing establishments to meet relevant requirements;
> Storage facilities, cooling/ freezing facilities and container washing facilities;
> Introduction of quality management systems (ISO 9000, HACCP etc.), if related to the tangible investments of the project
– Meat sector: Other processing units, except slaughterhouses;
– Milk sector: 
> Equipment for the preparation of intermediate or final dairy products for consumption; 
> Milk tanks and coolers

* Lot 3:
– “On-farm” investments:
> To diversify from usual farming/agricultural production. This may include complementary or alternative production, such as the production of medical and spice herbs, ornamental plants, mushrooms, snails, earthworm, ostriches, beekeeping, aquaculture, or even the production of specific agricultural products for biofuels, etc.;
> To introduce other economic activities not directly linked with the farming activity, such as on-farm processing and marketing of own production at the farm gate, agro-tourism and associated recreational activities (horse riding, fishing, hunting,) educational farms, childcare activities as well as the production of renewable energy and related activities, etc.
– Other investment to increase the economic activity in rural areas, e.g. in villages, such as:
> Providing services to farmers (e.g. repair of agricultural machinery, etc.);
> Providing any type of general services to the rural population, such as kindergartens, IT centres, houses for the elderly, transport services, etc., as well as establishing community village centres;
> Local craftsmanship and small scale processing and marketing of local agricultural or forestry products. This may include the processing and marketing of traditional local food or non-food specialities

* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 12 and 36 months

* Eligibility
– Lot 1:
> Be a legal person;
> Be established in Kosovo, as defined by the national legislation;
> Be registered as an agriculture producer, a group of farmers/producers or a private business entity;
> Be operational in the agriculture sector in Kosovo for at least one year prior to the publication of this call for proposals
– Lot 2:
> Be a legal person;
> Be established in Kosovo, as defined by the national legislation;
> Be registered as a business entity of any form for at least the fiscal year completed before the launch of this call for proposals;
> Be operational in the sector of agri-food processing in Kosovo for at least one year prior to the publication of this call for proposals
– Lot 3:
> Be a legal person;
> Be established in Kosovo, as defined by the national legislation;
> Be registered as a rural operator (e.g. farmer, agricultural enterprise, business entity, or farmer’s cooperative);
> Be operational in Kosovo for at least one year prior to the publication of this call for proposals

– The applicant may act individually or with co-applicant(s)
