Priorities and funded actions:

Objectives
* To promote/strengthen good neighbourly relations and socioeconomic development of the border regions, through the environmentally sustainable and socially inclusive economic development, with respect for its common cultural and natural heritage

Priorities
* Priority 2: Protecting the environment, promoting climate change adaptation and mitigation, risk prevention and management:
– The protection of environmental resources in lake and alpine areas is furthered 
* Priority 3: Promoting employment, labour mobility and social and cultural inclusion across the border:
– Foster employability and social inclusion 

Among financed actions
* Priority 2:
– Actions designed to deal jointly with environmental protection and promotion in the programme area:
– Support to integrated protection and management of sensitive ecosystems giving priority to protected areas, giving priority to the protection of programme area;
– Actions designed to encourage environmentally-friendly economic activities in the programme area;
– Actions designed to prevent and manage natural disasters and man-made environmental hazards affecting the programme area;
– Support to awareness raising of the population about the importance, protection and promotion of the environmental resources of the programme area

* Priority 3:
– Support cooperation among and between (vocational) education institutions and the private sector to improve the matching of training curricula for vulnerable groups with the labour market demand, including e-learning programmes and the use of ICT;
– Supporting initiatives and campaigns for self-employment, especially in the rural areas, including support to start up business for vulnerable groups;
– Support strengthening capacities of labour promotion institutions, sharing of experiences and best models to increase employability (especially of vulnerable groups) within and across the borders;
– Actions aiming at the creation of job opportunities and skills for disadvantaged groups of the society;
– Research work to promote employment, labour mobility and social inclusion;
– Encourage local government – CSO partnership on social inclusion (local actions plans on disadvantaged groups, increase capacities of local government to manage social programmes and provide for the sustainability of actions);
– Organise youth exchange programmes, for example through school exchange programmes or other NGO initiatives

* This call for proposals is an open call for proposals

* Initial duration of the project:
– Priority 2: between 18 and 30 months
– Priority 3: between 18 and 24 months

* Eligibility
– Be a legal person;
– Be non-profit-making for the purpose of this Call (except of SMEs, which however cannot generate profit from the proposed action);
– Be a specific type of institution or organisation such as: central, regional, local authorities, local governments and their institutions, associations of municipalities, development agencies, local business support organizations, SMEs, NGOs, public and private bodies supporting the workforce, vocational and technical training institutions, bodies and organization for nature protection, public bodies responsible for water management, fire/emergency services, schools, colleges, universities and research centres including vocations and technical training institutions;
– Be established in either Montenegro and/ or Albania; 

– The applicant must act with at least one co-applicant;
– If the applicant is established in Montenegro, at least one co-applicant must be established in Albania, and vice versa;
– The maximum number of co-applicants that could be involved in the action is 3. This means that an application cannot have more than 4 entities involved in total;

– Actions must take place in Montenegro, in one or more of the following territories: Andrijevica; Berane; Plav; GusinjePetnjica; Rožaje; Podgorica; Cetinje; Danilovgrad; Budva; Bar and Ulcinj;
– Actions must take place in Albania, in one or more of the following territories: Malesi e Madhe, Shkoder, Vau i Dejes, Puke, Fushe Arres ; Lezha, Miredite, Kurbin and Municipality of Tropoja;

– Priority 1 aims at encouraging tourism, culture and natural heritage. Nevertheless, actions related to Priority 1 won’t be eligible under this call for proposals
