IPA II – European Union / Kosovo Justice Sector Programme – 2019
Funds for: strengthening the judicial and prosecutorial systems in Kosovo and aligning its standards to the European ones and EU acquis

Priorities and funded actions:

Objectives
* To reform the justice system in line with European and international standards;
* To strengthen the independence and impartiality, accountability, professionalism, quality, efficiency and transparency of the institutions in the justice sector in a coordinated effective process in accordance with the Functional Review of the Rule of Law sector and the Strategy that is being developed;
* To improve access to justice, particularly for women and disadvantaged or marginalised groups

Priorities
* Priority 1: Support to interinstitutional coordination and policy and legal development: Establishing interinstitutional coordination and improving functioning for the justice sector through the Functional Review process and implementation of the sector strategy and developing further the legal and institutional framework in line with European standards and practices;

* Priority 2 Capacity building: Improving independence, impartiality, accountability and professionalism and efficiency of justice sector institutions and its professionals;

* Priority 3 Access to Justice: Puting in place conditions to guarantee better access to justice for all citizens, with particular focus on women, ethnic minorities, vulnerable, marginalised and unrepresented groups

Among financed actions
* Technical assistance to the relevant institutions

* Sector coordination and sectorial activities
– Supporting the Ministry of Justice and sector institutions in finalizing the Rule of Law Strategy;
– Strengthening capacities for managing and monitoring the future Rule of Law Strategy;
– Strengthening interconnection and alignment of IT infrastructure across the sector;

* Ministry of Justice
– Supporting (re)organization of the Ministry of Justice;
– Supporting the Ministry of Justice in establishing data capturing and analysis mechanisms;
– Strengthening Institute of Forensic Medicine (IFM) and its accreditation building on the work;

* Free Legal Professions
– Strengthening Department for Free Legal Professions at the Ministry of Justice;
– Strengthening the notary system;
– Strengthening the system of bankruptcy administrators;

* Kosovo Judicial Council, KJC Secretariat, Courts
– Enhancement of the Human Resources system for judges and court staff;
– Capacity building for judges and legal support staff in Courts in coordination with the Justice Academy;

* Kosovo Prosecutorial Council, KPC secretariats and Prosecution Offices and Criminal Justice
– Strengthening the Kosovo Prosecutorial Council and prosecution offices;
– Upgrading the system for classifying documents / information and determining the level of security;
– Further increase of awareness on protection of personal data and the related responsibilities and legislation;
– Further increase of capacities on drafting and presentation of work reports, analytical and specific reports of the prosecutorial system;

* Justice Academy and Capacity Building
– Capacity Building for the Academy through improved management of the Academy;
– Support to Justice Academy in further development of case based and competency based training modules for initial and continuous training programmes;
– Improving the recruitment and management system for trainers at the Academy, capacity building for trainers on training methodologies and development of training of trainer programmes for key legislation

Additional information
* This call for proposal is an open call for proposals

* Initial duration of the action: between 36 and 40 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a specific type of organisation such as: a competent Government Department, a public body, or a relevant mandated body of a Government Department or public body authority of a European Union Member State in the fields related to this action;

* Actions must take place in Kossovo
