Priorities and funded actions:

Objectives
To support the development of civil society through more active democratic participation in policy and decision-making processes;
* To empower CSOs in terms of their structures and participation capacities to decision-making processes and networking skills

Priorities
* To improve organisational and institutional capacities of CSOs and encourage partnership among CSOs;
* To promote active citizenship and/or participation of CSOs to decision-making processes at local, national or international level;
* To support the improvement of the legislative environment for active citizenship

Among financed actions
* Developing strategies / action plans and their implementation for capacity building of internal governance, financial and project management, fund raising, campaigning, funding diversification, advocacy and lobbying, research and analysis;
* Improving internal democracy and ethical conduct of CSOs and their networks via developing democratic internal governance, improving decision-making processes, increasing equal representation of women, youth and disabled;
* Developing human resources management capacity of CSOs for effective volunteering/membership and strengthening ties among volunteers/members and constituencies;
* Improving employment and recruitment mechanisms or procedures for CSOs;
* Promoting membership enrolment in order to enable financial viability and sustainability of CSOs; 
* Developing problem-solving skills, strategic analysing and policy-making skills for CSOs

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 12 and 15 months

* Eligibility: 
– Be a legal person;
– Be non-profit-making;
– Be established in a Member State of the European Union or Turkey or an eligible country according to the IPA Regulation;
– Be a CSO from Turkey (associations; foundations; federations/confederations of associations/ foundations; cooperatives)
– Be a CSO from EU Member States or other eligible countries except Turkey (associations;  foundations; federations/confederations of associations/foundations; entities established as not-for-profit companies/charitable organizations; cooperatives)

– The lead applicant may act individually or with co-applicant(s). However, partnerships are strongly encouraged

– Actions must take place in Turkey;
– In addition, if properly justified, some activities can be implemented in the EU Member States or other eligible countries. However, such activities cannot constitute the major part of the action.
