Priorities and funded actions:

Objectives
* To strengthen participatory democracy and the EU integration process in Montenegro by empowering and stimulating an enabling professional and financial environment for pluralistic media;
* To foster independent and investigative journalism in order to obtain quality media production in the areas related to Montenegro’s European integration process, both for national and local media;
* To strengthen free, fair, professional and ethical journalism in Montenegro, with a special focus on media self-regulation;
* To raise awareness about disinformation/information influence and strengthen media literacy

Priorities
* Further supporting investigative journalism in Montenegro;
* Strengthening media professionalism and self-regulation;
* Education and capacity building of media professionals;
* Education of journalists and citizens related to media literacy

Among financed activities
* Print, radio, TV, online, multimedia productions which include series of investigative articles and features;
* Documentaries, docudrama and TV films (one off or series) intended primarily for purposes of television broadcasting;
* Analytical and investigative journalism training for Montenegrin media, including media based outside of Podgorica;
* Education, continuous training, capacity building, awareness raising and information for media professionals, especially related to modern, innovative tools of reporting, analytical investigative reporting techniques, fact checking, media integrity, the Code ofEthics, self-regulation, media literacy, internal governance etc.
* Education, continuous training, capacity building, awareness raising and information for citizens, especially related to media literacy;
* Legal aid to media professional
* Re-granting: according to the conditions specified in the section below (financial support to third parties)

Additional information
* This call for proposals is an open call

* Initial duration of the action: between 18 and 36 months

* Eligibility:
– Be a legal person;
– Be print/electronic/online media, news agencies, media production companies, professional media association;
– Be established in Montenegro, a Member State of the European Union or in a country covered by the Article 10 of the IPA regulation;
– Be registered at least 12 months prior to the deadline for submission of project proposals

– If the applicant is a national of an eligible country other than Montenegro, they must have at least one Montenegrin co-applicant;
– In addition, the following are however also eligible as coapplicants: civil society organisations, educational institutions (public and private secondary schools and universities)

– Actions must take place in Montenegro;
– Actions outside of Podgorica will be considered as an asset
