Funds for: Strengthen the participation of civil society in policy dialogue in Albania

Priorities and funded actions:

* Contribute to strengthening policy dialogue in reform processes, facilitate engagement and dialogue between central and local state institutions and non-state actors towards improved public policy dialogue

* Facilitate interaction and collaboration between state actors and non-state actors (civil society, think tanks, social partners, media, researchers, etc.) and support structured and evidence-based policy dialogue in reform processes;
* Establish a capacity development platform to support non-state actors in areas related to public policy formulation, policy budgeting, implementation, monitoring and evaluation;
* Establish a communication and learning platform on policy dialogue, as a tool to drive policy-making efforts, promote results, good practices, lesson learnt and continuous improvements;
* This call for proposals is focused on several thematic areas:
– Public Finance reform;
– Public Administration reform;
– Jobs and Skills strategy;
– Education, Health, Social Protection, Social Inclusion;
– Environment and climate change;
– Fight against corruption;
– Decentralisation and local government;
– Tourism Development and Economic development;
– Rural development, food safety, fishery, consumer rights;
– Transport and water management;
– Human rights, Gender Equality;
– Roadmap on enabling the environment for Civil Society;
– Elections

Among financed actions
* Facilitate fora on policy dialogue between the national and local governments and civil society, media, think tanks;
* Building awareness and understanding of different stakeholder groups on reform processes, promoting good models and practices of policy dialogue in practice to influencing decisions;
* Support dialogue on monitoring, transparency and inclusiveness in the decision-making process in public bodies at the national and local level;
* Support Civil Society Organisations (CSOs) in monitoring implementation of legislation and programmes related to human rights, gender equality, social inclusion, anti-corruption, public administration, rural development and other key reforms and strategies, etc.;
* Promote high standards and effective implementation of the legal framework for various policies and strategies at the local and national level;
* Improve capacities of CSOs to conduct thematic research/evidence-based and monitoring on public policies (such as public administration reform, good governance, anti-corruption, public finance management etc);
* Strengthen capacities on gender mainstreaming, rights-based approaches, inclusive approaches, in policy formulation, implementation and monitoring across all sectoral strategies;
* Support establishing of “what works lab” reflecting on good practices, lesson learnt amongst professional groups (from all key stakeholders, such as think tanks, media, state institutions)

* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 36 and 42 months

* Eligibility
– Be a legal person;
– Be non-profit making;
– Be: an EU Member State body or an international organisation; a CSO such as a think tank;
– Be established in an EU Member State, an EEA Member State, in Albania or in a candidature country as recognised by the European Union;

– The applicant must act with at least one co-applicant and not more than two co-applicants;
– Non-Albanese applicants must act with at least one Albanese co-applicant;

– Actions must take place in Albania
