Priorities and funded actions:

Objectives
* To support the process of deinstitutionalisation and to enhance inclusion of people with disabilities (children and adults with disabilities) into mainstream communities, by providing sustainable community-based living and other social services;
* To resettle persons with disabilities living in residential institutions into community-based supported living settings;
* To develop new community based social services, and to expand and improve already existing local social services such as community-based living, group homes, day-care, coordinated care and support services, home-care and support, personal assistance, rehabilitation and outreach social support services;
* o develop and implement new ways of social services delivery based on users’ rights, person-centred approach, user involvement and empowerment, and collaborative, participative and proactive approaches

Priorities
* Provision of community-based supported living services to persons with disabilities who are in need of supported living arrangements (such as community based small group homes or foster families);
* Provision of innovative community-based services, including social services and independent living support services

Among financed actions
* Priority 1:
– Establishment and operationalisation of community-based supported living services, compliant with the national legal framework in-force throughout the action’s duration;
– Adaptation of the to-be-used-for-community-based-supported-living housing facilities to ensure appropriate accessibility for the service users;
– Refurbishment or equipping of the to-be-used-for-community-based-supported-living housing facilities as appropriate for user needs;
– Training and professional development opportunities of staff involved in delivery of community-based supported living services; etc.
* Priority 2:
– Provision of personal assistance, home care and other social services in the home of the person with disability, which enable the person to continue living independently;
– Provision of social services in the community, such as day care, educational, habitation, rehabilitation, recreational, sport, cultural, leisure activities, social and/or respite support for families of persons with disabilities, as well as other innovative social services that promote active inclusion of persons with disabilities in the community; etc. 

Additional information
* This call for proposals is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the action: between 18 and 36 months

* Eligibility:
– Be a legal entity;
– Be non-profit-making;
– Be a specific type of organisation such as non-governmental organisation, international (inter-governmental) organisation;
– Be established at least 2 years before the call is launched in the Republic of North Macedonia or in a Member State of the European Union or any country beneficiary of IPA II
– The lead applicant must act with co-applicant(s): public institutions for social protection as defined by the Law on Social Protection in  the Republic of  North Macedonia, and local authority, including city and town municipalities;
– Each grant application must include at least one local authority and/or public institution for social protection as co-applicant. Consortia of local stakeholders and local NGOs will be considered favourably

– Actions must take place in the Republic of North Macedonia
