Priorities and funded actions:

Objectives
* To advance full and equal access of children from disadvantaged and vulnerable groups into quality education and training;
* To support, by means of a scholarship programme, children with disabilities and children from Roma communities into education;
* Support schools and primary schools to more effectively support access to quality education of children from Roma communities and children with disabilities;
* Lot 1: The Scholarship Programme for Roma children in primary education
– To encourage and secure the attendance of children from Roma communities to enrol into and attend primary school on a daily basis;
– To increase their individual levels of educational development (the quality of teaching service and educational support);
– To increase school enrolment numbers overall of Roma children and to reduce drop-out levels of children from Roma communities;
* Lot 2: The Scholarship Programme for children with disabilities in  primary education
– To support, encourage and secure the attendance of children with disabilities to primary school,
– To increase their individual levels of social inclusion, social and educational development (the quality of teaching service and educational support);
– To increase school enrolment numbers of children with disabilities and to reduce drop out levels of children with disabilities

Priorities
* Increase number of enrolment in primary education and regular school attendance of children, girls and boys, targeted by this call (children from Roma communities and children with disabilities) as well as the quality of education they receive in an inclusive environment

Among financed actions
* Establishment and operationalisation of the scholarship programme;
* Technical assistance to schools to increase the capacities of schools, school directors and teachers to successfully support the enrolment,  regular attendance and inclusion of children with disabilities and children from Roma communities into primary school education;
* Allocation of individual scholarships for children’s  participation in primary education, in particular for grades 1-3 and with a special emphasis on school enrolment, regular attendance and prevention of  early drop-outs of the target group concerned;
* Operations/actions concerned with improving the capacity of inclusion teams, school directors and teachers in working with children with disabilities and children from Roma communities in primary schools to improve their level of inclusion and the quality of education they receive;
* Participating school grants for the upgrading of infrastructure and/ or purchasing of equipment,  technical assistance devices for and in educational facilities to obtain better and improved accessibility for children with disabilities; for additional learning materials or healthy food options contributing to school lunches for participating children;
* Providing support to and mentoring of teachers working with students and parents in carrying out formative assessments or targeted/tailored instruction for children and students of the target group also to improve the quality of additional teaching service and support offered to such vulnerable children;
* Actions which include student teachers or similar to provide additional support to the children such as through assistant tutoring;
* Active outreach to target groups and high-level visibility and awareness-raising about this Scholarship Programme;

* Awareness-raising about inclusive education, about  children’s rights and disability rights and the importance of educating and regular school attendance of children

* This call for proposals is an open call for proposals

* Initial duration of the action: between 32 and 36 months

* Eligibility
– Be a legal person;
– Be non-profit making;
– Be a non-profit organisation, an international organisation;

– Be established, for at least 2 years before the launch of this call, in the former Yugoslav Republic of Macedonia or in a Member State of the European Union or country covered by the Instrument for Pre-Adhesion Assistance;
 

– The applicant must act with at least one co-applicant and a maximum of 2 co-applicants; 

– Other organisations or individuals may be involved in the action. Such associates play a real role in the action but may not receive funding from the grant, with the exception of per diem or travel costs;
 
– Actions must take place in the former Yugoslav Republic of Macedonia
