Priorities and funded actions:

Objectives
* To enhance social and child protection system in Montenegro;
* To support further development and quality provision of the community-based social services at the local level

Priorities
* To develop local social and child protection services that are in line with the needs of beneficiaries and local communities;
* To support the goals of deinstitutionalisation and decentralisation and transformation of residential institutions;
* To support providers of local social and child protection services to meet the requirements of the licensing process

Among financed actions
* Design and deliver social and child protection services in accordance with local social inclusion plans, quality standards, plans for deinstitutionalization and national priorities such as, but not limited to: support services for life in the community, counselling-therapy and social-educational services, accommodation;
* Prepare and implement interventions required for local social and child protection service to meet the needs of beneficiaries in local communities or needs of service providers to obtain licenses, including, and not limited to: increasing capacities to deliver services to new beneficiaries, development of service delivery programmes and protocols, adaptation of the premises, procurement of equipment;
* Prepare and implement plans for the transformation of residential institutions including the development of local social and child protection services that would support the deinstitutionalization process

Additional information
* This is a restricted call for proposals. In the first instance, only concept notes will be evaluated

* Initial duration of the project: between 12 and 24 months

* Eligibility
– Be a legal person;
– Be non-profit-making and/or profit-making;
– Be a specific type of organisation such as non-governmental organisation/association, Centre for Social Work, Social and child protection institution, Local self-government authority, Private service provider;
– Be established in a Member State of the European Union or countries that are beneficiaries of the IPA;

– The lead applicant may act individually or with co-applicant(s);

– Actions must take place in Montenegro
