Priorities and funded actions:

Objectives
To enhance inclusion of RE population in the community;
* To improve the system of support for the members of RE community to use their rights in the area of health, employment and social protection

Priorities
* To ensure that quality mediation with Roma communities is further developed and disseminated in Montenegro
– Delivering of the training to potential associates in the social inclusion of RE;
– Facilitation of work of the recruited associates in the social inclusion of RE;
– Further associates in the social inclusion of RE model building activities
* To mainstream antidiscrimination policy and access to social rights to most discriminated groups through increasing capacities of the state administration at national and  local level, through institutional support and capacity building of public sector operators tasked with anti-discrimination measures (specifically, employment, health care and social protection), with a particular focus on RE population;
* To strengthen dialogue, cooperation and coordination among relevant state and local institutions, RE community and civil society and associates in the social inclusion of RE and support public awareness 

Among financed actions
* At least 20 persons will be selected and trained for the associates in the social inclusion of RE in the area of health;
* At least 20 persons will be selected and trained for associates in the social inclusion of RE in the area of employment;
* At least 20 persons will be selected and trained for associates in the social inclusion of RE in the area of social protection;
* At least 40 trainees are expected to be recruited to provide services as associates in social inclusion of Roma and Egyptians, in total and for a minimum period of 12 months, in targeted municipalities

Additional information
* This call for proposals is an open call for proposals

* Initial duration of the action: between 12 and 18 months

* Eligibility:
– Be a legal person;
– Be non-profit-making;
– Be a NGO established, minimum three years before the launch of the Call, in Montenegro, in a Member State of the European Union, or in any other country as specified within Annex I of the IPA II Regulation
– Be an international (inter-governmental) organisation 

– The lead applicant may act individually or with co-applicant(s)

– In addition to the categories referred above, the following are however also eligible as coapplicant(s):
> local self -governments, established in Montenegro, in line with Law on territorial organisation of Montenegro, that are within target localities of this Call;
> public sector operators, established in Montenegro, belonging to the social protection sector (such as Centres for Social Work); education sector (such as primary or secondary schools, universities); public health sector (such as primary health care facilities, hospitals, etc.); and/or employment sector (Employment Agency of Montenegro); that are within target localities of this Call;

– Actions must take place in Montenegro and specifically in the region of all 11 target municipalities: Bar, Berane, Bijelo Polje, Budva, Cetinje, Herceg Novi, Nikšić, Pljevlja, Podgorica, Tivat and Ulcinj
