Priorities and funded actions:

Objectives
* Increase employment opportunities for unemployed persons who are at risk of labour market exclusion, social marginalisation and poverty;
* Lot 1: Improve employability of unemployed persons by equipping them with key knowledge, skills and competences for identified deficit occupations and ensure their better access into the labour market;
* Lot 2: Empower unemployed Roma and Egyptian population by supporting their integration into the labour market through implementation of targeted trainings/educational programmes, workshops and/or mentorship

Priorities
* Support better response of the supply side of the labour market to the needs of employers in Montenegro; 
* Support development of knowledge, skills and competencies of the unemployed persons through training and/or education activities in identified deficit occupations;
* Support empowerment of Roma and Egyptian population deprived from social inclusion and facilitating their access into employment

Among financed actions :
* Lot 1:
– Trainings and educational activities for the unemployed persons for the defined occupations in demand (deficit occupations) in line with the accredited adult education programmes;
– On-the-job trainings or in-service trainings;
– Activities promoting cooperation with employers in terms of matching the unemployed persons with potential employers for the purpose of getting an employment

* Lot 2:
– Trainings and educational activities for unemployed persons of Roma and Egyptian population for acquiring skills and competencies related to production, service and crafts activities;
– Activities such as tailor-made trainings and educational activities in compliance with Roma and Egyptian population needs, including intensive individual support to overcome social and psychological barriers and actions to remove/reduce prejudices among employers;
– Activities for gaining knowledge, skills and competences for independent performance tasks and implementation of on-the-job training in line with defined employers’ needs

Additional information
* This call for proposals is a restricted call for proposals. In first instance, only concept notes will be evaluated

* Initial duration of the action: between 6 and 12 months

* Eligibility:
– Be a legal person;
– Be a specific type of organisation: licenced education and training provider, non-governmental organisation/association, regional development agency, local self-government/municipality, social partner (association of employers, trade unions, chambers), employer, public institution, public enterprise, international (inter-governmental) organisation;
– Be established in a Member State of the European Union or countries that are beneficiaries of the IPA;

– The lead applicant must act with co-applicant(s);

– Actions must take place in Montenegro
