ISF – Enhancing and strengthening the role of Police and Customs Cooperation Centres (PCCC) in cross -border cooperation – 2020
Funds for: Enhancing further the exchange of information between law enforcement authorities in internal border areas

Priorities and funded actions:

Objectives
* Aiming at funding projects in the area of law enforcement aimed at strengthening cross-border police cooperation addressing threats to the EU’s internal security.

Priorities
* Priority 1: Continue the roll out of SIENA in PCCCs in EU Member States and increase thecooperation between PCCCs and between PCCCs and central national authorities (SPOC) by setting up interoperable case management system for the PCCC and the one of the national SPOC in order to insure the cross-matching of databases and efficient direct cooperation with neighbouring countries;
* Priority 2: Development or the improvement of single search interface in the PCCC allowing the verification of all relevant databases (national, EU, and International);
* Priority 3: Development of regional cross-border risk analyses and threat assessment, to be
used in the EU Serious and Organised Crime Threat Assessment (EU SOCTA), and which would allow for a more proactive planning of joint operations and actions at local level, and a possible involvement in Joint Action Days (JADs) conducted under the umbrella of the EU Policy Cycle / EMPACT to tackle organised and serious international organised crime;
* Priority 4: Ensure training of PCCCs staff (joint training, tailored training on the different EU police communication channels and EU information exchange mechanisms and instruments, language training);
* Priority 5: Strengthening networking, mutual confidence and understanding, exchange anddissemination of information, experience and best practices between PCCCs and other JHA in the EU, notably Europol and Frontex, including by personal exchange measures and annual conferences.

Among financed actions
–  Activities promoting networking, mutual confidence, understanding and learning, identification and dissemination of good practices and innovative approaches at Union level, training and exchange programmes as well as organisation of seminars and workshops;
– Analytical, monitoring and evaluation activities, including threat, risk and impact assessments, which are evidence based and consistent with priorities and initiatives identified at Union level;
– Particularly innovative projects developing new methods and/or deploying new technologies with a potential for transferability to other Member States;
– The development and/or the implementation of tools/toolkits such as (e-)learning materials;
– The acquisition, maintenance and/or further upgrading of technical equipment, expertise, secure facilities, infrastructures, related buildings and systems, especially ICT systems and their components at the Union level;
– Management of the project and evaluation of activities.
